This content is included in Government Decree 176/2026 on preferential policies for lecturers, students, postgraduate students, researchers, and management staff in the field of nuclear power, effective from July 7th.

Specifically, students who commit to working at nuclear power plants after graduation will be eligible for preferential policies.
Specifically, university and college students majoring in nuclear power engineering are exempt from tuition and dormitory fees, and are also provided with a monthly living allowance equal to twice the basic salary, for no more than 10 months per year.
Currently, the basic salary is 2.34 million VND, but it will increase to 2.53 million VND from July 1st. Therefore, students will receive over 5 million VND in living expenses support each month.
In addition, this group is awarded incentive scholarships equivalent to 1.5-2.5 times the basic salary (3.8-6.3 million VND) if they achieve good, excellent, or outstanding academic performance. Scholarships are awarded on a semester basis, with assessments conducted twice a year.
Students also receive free textbooks on nuclear power engineering, priority for short-term internships domestically and internationally if they achieve excellent grades in their final year, and the opportunity to work at nuclear power plants.
Students in related majors involving nuclear power plant operation receive similar support. However, the incentive scholarship is lower, ranging from 0.75 to 1.25 times the basic salary, depending on their academic performance (good, excellent, outstanding).
Previously, among civilian academic programs, only the Teacher Training program was exempt from tuition fees, along with a monthly living allowance of 3.6 million VND.
Master's and doctoral students will also be exempt from tuition and dormitory fees. For living expenses, the support level is 3.5 times the basic salary for master's students and 5 times for doctoral students, approximately 8.9 and 12.65 million VND respectively.
This group will also be considered for funding to attend seminars and short-term internships domestically and internationally; given priority in leading scientific and technological tasks; and given priority in recruitment into state agencies and organizations in the field of atomic energy and nuclear power plants.
If studying abroad, the government will support airfare, travel expenses, health insurance, and provide a monthly living allowance equivalent to 1.5-2 times the highest amount currently granted to international students under government programs.
Currently, the living allowance provided to students studying abroad under international agreements is approximately 270-585 USD per person per month, depending on the country.
In addition, this group also receives a minimum monthly living allowance of $300 from the nuclear power plant's investor.
In May, the Prime Minister approved the project "Training and developing human resources to serve the development of nuclear power until 2035". According to this project, the workforce for the Ninh Thuan 1 and 2 nuclear power plants by 2030 will be nearly 4,000 people.
