The policy of prioritizing talent recruitment applies to: officers, professional soldiers, civil servants, workers, and defense personnel currently serving in the military; and outstanding graduates from military and non-military schools and overseas who are promoted to officer ranks or receive salary and professional soldier ranks.
In particular, the circular also clearly stipulates preferential policies regarding military rank, salary, working environment, and development opportunities.
Individuals recruited into the military are given priority to participate in training courses both domestically and internationally; receive financial support to attend professional conferences and seminars; are assigned suitable work, given opportunities for development, and prioritized for leadership and management positions. After two years of recruitment, if they perform their duties exceptionally well and make outstanding contributions, these individuals may be considered for appointment to leadership and management positions commensurate with their qualifications, abilities, expertise, organizational structure, staffing, and mission requirements.
Priority is given to eligible individuals to participate in advanced training and professional development courses both domestically and internationally, relevant to their field of work, meeting the standards for their positions, titles, and job roles, and aligning with their professional development orientation towards becoming leading experts and scientists . They are assigned to lead or participate in scientific and technological research projects and works; provided with opportunities and financial support to participate in domestic and international conferences; and guaranteed access to research materials and other expenses related to training, professional development, and scientific research during their studies.
These individuals are also given priority consideration for leadership and management positions at all levels; they are given priority for rotation to meet training, development, planning, and appointment standards; if they are capable of meeting the job requirements, they may be considered for an extension of their service beyond the current regulations, and in exceptional cases, they may be considered for continued leadership, command, and management positions, while retaining their current benefits and policies for the extended period...
Professional military personnel under the management of the armed forces are given priority consideration for recruitment into the officer corps if they so desire and meet the current regulations.
Notably, individuals who have not participated in compulsory social insurance and are not cadres, civil servants, or public employees may be considered for promotion to the rank of Senior Lieutenant if they graduate from university with excellent grades; to the rank of Captain if they have a master's degree, doctorate, or specialist pharmacist level I; and to the rank of Major if they have a doctorate, doctorate, or specialist pharmacist level II...
In addition, those who attract and utilize talent are guaranteed suitable working conditions, equipment, facilities, and personnel to support their tasks; they are given priority access to specialized information and documents; and they are assigned to implement key scientific and technological tasks of the military.
