There are only 13 focal points left after merging the Department of Agriculture and Rural Development and the Department of Natural Resources and Environment of Lao Cai province.

On December 23, Standing Vice Chairman of Lao Cai Provincial People's Committee Hoang Quoc Khanh chaired a meeting to approve the projects to merge the Departments of Agriculture and Rural Development and Natural Resources and Environment.

At the working session, leaders of the two Departments: Agriculture and Rural Development; Natural Resources and Environment reported on the current status of the department's organization and operations.

Accordingly, in terms of organizational structure, the Department of Agriculture and Rural Development has 1 director and 3 deputy directors. The Department has 5 advisory, general and professional organizations: Office; Department of Organization and Personnel; Department of Planning and Finance; Department of Construction Management; Inspectorate. Regarding professional units, there are 06 Sub-Departments under the Department: Department of Cultivation and Plant Protection; Department of Livestock and Veterinary Medicine; Department of Forestry; Department of Rural Development; Department of Agricultural and Aquatic Product Quality Management; Department of Irrigation. There are 2 public service units: Center for Agricultural Extension and Agricultural Services; Center for Agricultural Seeds. At the same time, the Department of Agriculture and Rural Development also has 2 other organizations: Standing Office of the Steering Committee for Disaster Prevention and Control and Search and Rescue; Office of New Rural Coordination.

Regarding the Department of Natural Resources and Environment, the organizational structure includes: 1 Director and 3 Deputy Directors of the Department. The Department has 4 specialized and professional departments: Office; Planning - Finance Department; Inspection; Minerals Department. There are 2 Sub-departments: Land Management Sub-department; Environmental Protection Sub-department. At the same time, the Department also has affiliated units: Center for Natural Resources and Environment Engineering; Center for Natural Resources and Environment Monitoring; Land Registration Office.

After merging the Department of Agriculture and Rural Development and the Department of Natural Resources and Environment into the Department of Agriculture and Environment, overlapping, duplication, contradictions or omissions in state management tasks will be reduced. At the same time, the apparatus will be reorganized scientifically , streamlined, effective and efficient, better meeting the requirements and tasks of state management in the new situation.

At the meeting, leaders of the two departments discussed and proposed three options:

Option 1. After the merger, there will be 17 units under the Department (11 specialized departments; 2 branches; 4 public service units); 1 specialized agency under the Provincial People's Committee will be reduced; 7 units under the Department will be reduced, achieving a reduction rate of 7/24 = 29.2%.

Option 2. After the merger, there will be 14 units under the Department (6 specialized departments; 3 branches; 5 public service units); 1 specialized agency under the Provincial People's Committee will be reduced; 10 units under the Department, reaching 10/24 = 41.6%.

Option 3. After the merger, there are 17 units under the Department (11 specialized departments; 2 branches; 4 public service units); Reduce 1 specialized agency under the Provincial People's Committee; 7 units under the Department, reaching 7/24 = 29.2%.

At the meeting, the leaders of the Department of Agriculture and Rural Development proposed to transfer Hoang Lien - Sa Pa National Park to become a public service unit under the Department; transfer the function and task of "population arrangement and placement" to the Ethnic Minorities Committee; "Vocational training for rural workers" to the Department of Education and Training to link with the vocational training sector in general; merge the Natural Disaster Prevention Fund with the Environmental Protection Fund and the Forest Protection and Development Fund.

Speaking at the meeting, Standing Vice Chairman of Lao Cai Provincial People's Committee Hoang Quoc Khanh suggested that after merging the 2 departments, there would be 7 professional divisions, 2 branches, and 4 public service units; reviewing job positions, determining job positions to build a merger roadmap. Finalizing the merger project and submitting it to the Party Committee of the Provincial People's Committee for consideration.

Submit to the Standing Committee of the Provincial Party Committee and the Standing Committee of the Provincial Party Committee for approval of the Merger Project (in January 2025); Submit to the Provincial People's Council meeting for approval of the Resolution (in February 2025); Issue the Decision on establishment immediately after the Resolution of the People's Council is approved. Issue new/complete/amend/supplement/abolish regulations related to organizational structure to suit the new Department (according to Central regulations).
