Directive of the Standing Committee of Thanh Hoa Provincial Party Committee on organizing the Lunar New Year 2025

The Standing Committee of Thanh Hoa Provincial Party Committee has just issued Directive No. 27-CT/TU on organizing the Lunar New Year 2025. Below is the full text of the Directive.

To best prepare the conditions to serve the people to celebrate the New Year and enjoy Spring, welcome the Lunar New Year of At Ty 2025, create new momentum, new motivation, determination to successfully implement the goals and tasks of 2025 and the entire term 2020 - 2025; The Standing Committee of the Provincial Party Committee requests Party committees at all levels, authorities, the Fatherland Front, and socio-political organizations in the province to focus on leading, directing, and effectively organizing the implementation of the following key tasks:

1. Thoroughly grasp and seriously and effectively implement Directive No. 40-CT/TW dated December 11, 2024 of the Central Party Secretariat, Directive No. 45/CT-TTg dated December 18, 2024 of the Prime Minister , directive documents of the Government, the Prime Minister and the Province on organizing the Lunar New Year 2025; develop and implement plans to organize activities of sectors, localities, agencies and units before, during and after Tet in accordance with the actual situation, in accordance with the motto "joyful, safe, healthy, economical, and affectionate".

2. Continue to strengthen and consolidate solidarity and unity within the Party, the political system and all classes of people; promote the tradition of "mutual love and affection", step up the implementation of the Campaign to support housing construction for poor households, policy households, and households with housing difficulties in the province in 2024 - 2025, poverty reduction programs, social security and welfare policies, take good care of the material and spiritual life of the people, especially those in difficult circumstances, poor households, people affected by natural disasters, epidemics, mountainous areas, borders, islands, ethnic minorities, workers, laborers, unemployed people..., ensuring that every household and every person has the conditions to enjoy Spring and celebrate Tet.

Organize well the visits, encouragement, and New Year greetings to veteran revolutionary cadres, Vietnamese Heroic Mothers, war invalids, sick soldiers, families of martyrs, families with meritorious services to the revolution, families of policy beneficiaries, intellectuals, artists, prestigious people among ethnic minorities, outstanding religious dignitaries, armed forces units, regular forces on duty during the New Year, in borders, islands, difficult areas, and areas with complicated security, social order and safety.

3. Strengthen the work of preventing and combating waste and negativity; do not organize visits and New Year greetings to superiors and leaders at all levels; do not organize delegations to visit and wish New Year greetings to local Party committees and authorities and subordinate units; strictly prohibit giving or presenting New Year gifts to leaders at all levels in any form; do not participate in superstitious activities; leaders at all levels are only allowed to attend pagodas and festivals when assigned (except for participation in personal capacity); do not use state budget, means, public assets against regulations for festival and entertainment activities... Strictly implement regulations on revolutionary ethical standards, exemplary responsibility of cadres and party members and things party members are not allowed to do * ; do not drive vehicles after consuming alcohol or beer.

4. The Party Executive Committee of the Provincial People's Committee leads the Provincial People's Committee to direct:

a) Organize well cultural, sports and festival activities during Tet; strictly implement festival management and organization according to regulations, ensure that spring activities, traditional anniversaries, year-end summaries, New Year meetings, tree planting festivals... are practical, safe, economical, avoiding ostentation, formality, waste, in accordance with the cultural lifestyle, traditions, customs and good practices of the nation. Advise and propose to organize fireworks displays to welcome the New Year of the Snake in accordance with the capacity, conditions and actual situation of the province, ensuring safety, economy, and not using the State budget.

b) Synchronously implement solutions to inspect, monitor, and strictly manage the market, stabilize prices, ensure balance between supply and demand of goods and services; ensure food safety, environmental sanitation, disease prevention and control... Pay attention to urban beautification, streets, village roads, alleys, and residential areas to ensure "bright, green, clean, and beautiful". Have a plan to organize traffic, ensure means of transporting goods and serving people's travel needs during Tet conveniently and safely.

c) Directing the synchronous and effective implementation of socio-economic development goals and tasks, ensuring national defense and security and launching emulation movements in 2025. Focusing on directing the implementation of the Spring crop production plan within the best time frame; proactively preventing and controlling diseases for crops and livestock; launching and widely implementing the movement for the entire population to participate in responding to the Tet tree planting festival; launching production at the beginning of the year; implementing investment projects according to plan, especially key, large-scale projects; maintaining and improving the quality of education - training, health care, and job creation for workers...

5. The Police, Military and Border Guard forces strictly maintain the command and combat readiness regime; grasp the situation, proactively prevent, detect early, prevent and promptly and effectively handle complicated situations, avoid being passive or surprised in any situation, firmly protect the sovereignty of sea and islands, border security, order, social safety and safety in cyberspace. Absolutely protect the safety of key targets, projects, political, foreign affairs, cultural and social events held in the province. Strengthen prevention, fight and strictly handle all types of crimes, law violations and social evils. Strengthen guidance, patrolling, controlling, ensuring traffic order and safety; prevent and fight fires and explosions. Strictly implement regulations on the management and use of fireworks, do not let the situation of using fireworks in violation of regulations occur in the province.

6. The Provincial Party Committee's Propaganda Department directs and guides functional branches and localities to well organize activities to celebrate the 95th anniversary of the Party's founding, in conjunction with spring and Tet celebrations, creating a joyful, excited, confident and proud atmosphere in the whole society. Strengthen propaganda about the country's foundation, potential, position and prestige after 95 years under the Party's leadership; raise the sense of responsibility and self-awareness of the people in implementing regulations on traffic safety, fire and explosion prevention and control, food safety, environmental sanitation, disease prevention and control; proactively fight against false and distorted information and viewpoints, and defeat all sabotage plots of hostile forces against the Party, State and People.

7. Party committees at all levels, authorities, the Fatherland Front, socio-political organizations, agencies and units in the province must urgently complete the summary of work in 2024 before December 31, 2024, especially on schedule to summarize Resolution No. 18-NQ/TW of the Party Central Committee (12th tenure); deploy the arrangement and streamlining of the political system's apparatus. Each agency and unit must focus on reviewing work before Tet holiday, not to delay progress; arrange cadres and employees to be on duty during Tet, promptly handle and resolve work and arising situations; strictly implement the information and reporting regime during Tet holiday.

Immediately after the Tet holiday ends, agencies, organizations and units must return to work as usual, focusing on drastically and synchronously implementing the 2025 work tasks right from the first days of the year; implementing solutions to accelerate and make breakthroughs, ensuring the successful implementation of socio-economic goals and tasks in 2025 and the entire 2020-2025 term. Strengthen management, supervision and strict handling of cadres, civil servants, public employees and workers who violate discipline and administrative discipline, use working time to go on spring outings, festivals, temples, pagodas...

Comrades, members of the Provincial Party Standing Committee, members of the Provincial Party Executive Committee; district, town and city Party Committees; provincial Party Committee committees, party executive committees, party delegations, and affiliated party committees; departments, branches, the Fatherland Front, and socio-political organizations in the province shall strictly implement this Directive.

The Provincial Party Committee Office shall preside over and coordinate with relevant units to monitor the implementation of this Directive and report the results to the Provincial Party Committee Standing Committee.
