The Directive states: In 2023, in the process of selecting and calling citizens to join the army, departments, agencies, Military Service Councils (NVQS) at all levels and Party committees and local authorities are interested in leading, closely directing, and promoting the synergy of the whole political system; implement the Law on Military Service and the Law on People's Public Security to ensure democracy and publicity; in accordance with procedures and regulations; Propaganda and education work is focused; follow the method of "locally rounding up the stitches, hiring someone who is sure of that person"; the delivery of troops achieved 100% of the targets assigned by the Government, and the quality was improved. Organization of military service registration and management of citizens aged to perform military service according to Decree No. 13/2016/ND-CP dated February 19, 02 of the Government (Regulating order and procedures for registration and regimes and policies of citizens during registration for medical examination and examination for military service); high rate of citizens coming to register directly, managing citizens of age to perform military service, the Law on Militia and Self-Defense has become more and more organized and tight, implementing the Government's Decree No. 2016/70/ND-CP dated August 2019, 23 (Regulations on performance of the obligation to join the People's Police), Circular No. 8/2019/TT-BQP dated June 59, 2021, and amending the regulations on the recruitment of the Minister of National Defense (amending regulations on recruitment of the Ministry of National Defense), and number of articles in the Circular No. 11/6/TT-BQP dated July 2021, 51 of the Minister of National Defense, gradually achieved good results to meet the local Military - Defense tasks in the new situation.
However, the process of directing and organizing the implementation in some localities and units is still limited, such as: The propaganda and education on the Law on Military Service, the Law on People's Public Security, the Law on Militia and Self-Defense is not regular, the organization of military service registration, the management of citizens at the age ready to enlist, the Law on Militia and Self-Defense in the locality is not strict; carry out the process of organizing the review, medical examination of military service, which still make mistakes through the delivery of troops, and the type of compensation for exchange and desertion after the assignment...; Military enrollment has not been paid enough attention to attract students with excellent academic achievements to register for pre-qualification and enroll in military schools, so the rate of successful candidates is not high, so it is necessary to seriously learn from experience and overcome in the coming time.
In order to well implement the work of preparing for the recruitment, calling citizens to enlist, registering for military service and managing citizens at the age of readiness to enlist, the Law on Militia and Self-Defense, Military Enrollment in 2024; The Chairman of the Provincial People's Committee directed:
1. Chairpersons of People's Committees of districts and cities organize the consolidation and consolidation of the Military Service Council in accordance with the composition specified in Article 36 of the Law on Military Service 2015 (on the establishment of the Military Service Council at all levels), ensuring sufficient capacity to advise in organizing the review of capacity in accordance with principles, preparing for recruitment, calling citizens to enlist, the Law on Militia and Self-Defense Force of 2019, and in accordance with the Decree No. Decree No. 13/2016/ND-CP dated August 19, 02 of the Government, Circular No. 2016/70/TT-BQP dated June 2019, 23 of the Minister of National Defense, consolidating the Military Admissions Board in accordance with regulations; thereby promoting its role as an advisor to the People's Committees of the same level in organizing the effective implementation of the recruitment, calling of citizens for military service, registration for military service and management of citizens at the age of readiness for military service, the Law on Militia and Self-Defense, and the Military Enrollment in 8 of localities.

2. Every January, the President of the commune-level People's Committee, the head or the legal representative of the agency or organization, shall report to the district-level military command a list of male citizens who are full 17 years old in the year and male citizens of service age who have not yet registered for military service.
3. Every April, based on the results of military service registration, the chairperson of the commune-level People's Committee and the head of the agency or organization shall register for citizens who are full 18 years old to perform the obligation to join the militia and self-defense force; organize additional registration for citizens of the age to perform the obligation to join the Militia and Self-Defense Force.
4. The Provincial Military Command shall make specific plans and instructions for localities to prepare for capacity and organize the selection review and selection, call up citizens to join the army, perform well the work of military service registration and management of citizens at the age of military service, the Law on Militia and Self-Defense, and the Military Enrollment in accordance with the regulations of the Ministry of National Defense.
5. Provincial police, based on the Law on Military Service, the Law on People's Public Security, Decree No. 70/2019/ND-CP dated August 23, 8 of the Government (Regulations on performing the obligation to join the People's Police), Joint Circular No. 2019/50/TTLT-BQP-BCA dated April 2016, 15 of the Inter-Ministry of National Defense - Ministry of Public Security (Regulating political standards for selecting citizens to serve in the Army), has the responsibility to call the people to serve in the Army. The service to join the People's Police in 4 achieved the assigned target.
6. The Department of Home Affairs is responsible for coordinating with the People's Committees of the districts and cities in directing the selection and selection of candidates with the correct and sufficient quantity to train commanders of the commune-level military commands according to regulations.
7. The Department of Health directs the district-level Medical Centers to strictly observe the Government's regulations and the Circulars and guidelines of the Ministry of Health and the Ministry of National Defense on medical work in the implementation of the Law on Military Service; The Law on People's Public Security, especially the pre-qualification, health examination and recruitment to perform military service and perform the obligation to join the People's Police, to register for military service, to check and review health as prescribed; at the same time, well implement the work of military recruitment and epidemic prevention during the process of pre-qualification, medical examination for military service and assignment of troops in 2024.
8. Provincial Radio and Television Station, Ninh Thuan Newspaper, Department of Justice (Permanent Agency of the Provincial Legislative Education and Dissemination Council) coordinate with the Provincial Military Command to spend an appropriate amount of time and organize various forms of propaganda on the Law on Military Service, the Law on People's Public Security, and the Law on Militia and Self-Defense. Military service registration and management of citizens of military service age, Military enrollment and relevant current legal documents on the mass media.
9. The Departments of Culture, Sports and Tourism and the Departments of Information and Communications shall coordinate in organizing the arrangement of a system of billboards and posters on the main roads of districts and cities, and guide the Culture and Information Departments of districts and cities to strengthen the propaganda of the Law on Military Service; Law on People's Public Security, Law on Militia and Self-Defense. Military service registration and Military Enrollment in 2024 focus on propaganda in villages and neighborhoods close to the actual situation of each locality in various, practical and effective forms.
10. The Department of Education and Training directs the provincial upper secondary schools, the provincial Ethnic Minority Boarding High Schools, the Provincial Continuing Education - Vocational Training Centers, etc. to coordinate with the Military Commands of the districts and cities in organizing the announcement and propaganda of military directions and careers for students preparing for the end-of-school graduation exam in the 2023-2024 school year, voluntarily applying for pre-qualification to the Military Officer Schools to create resources.
11. Agencies and units; The Fatherland Front and socio-political organizations at all levels shall, within the ambit of their functions, have the responsibility to mobilize, educate and create conditions for cadres, civil servants, public employees and employees of agencies and units to strictly observe and strictly implement the Law on Military Service, the Law on People's Public Security, and the Law on Militia and Self-Defense. Coordinating with functional agencies and localities to prepare the capacity to recruit, call up citizens for military service, register for military service and manage citizens of military service age, the Law on Militia and Self-Defense and Military Enrollment is increasingly strong and widespread to meet the requirements of the mission.
12. Pursuant to the Directive, request chairmen of People's Committees of districts and cities; Heads of relevant departments, agencies, sectors, mass organizations, agencies and units shall make implementation plans; If any problems arise during the implementation process, promptly report them to the Provincial Military Command (the Standing Agency of the Provincial Military Service Council) to summarize and report to the Provincial People's Committee for consideration and settlement.
13. Assign the Chief of the Provincial Military Command and the Director of the Provincial Public Security to advise the Provincial People's Committee to inspect, urge and guide the implementation of this Directive and report the results to the Chairman of the Provincial People's Committee./.
