According to the decree, employees on duty 24/7 during working days are entitled to 325,000 VND per person per shift at special-grade and grade I medical facilities, the Central Institute of Forensic Psychiatry, and the Central Institute of Forensic Psychiatry in Bien Hoa.
The rate of 255,000 VND/person/shift applies to Grade II medical facilities, regional forensic psychiatric centers, the Military Forensic Institute under the Ministry of National Defense, the Forensic Examination Center under the Institute of Criminal Science, Ministry of Public Security , and the National Coordination Center for Organ Transplantation (for coordinating the collection, transportation, and preservation of human tissues and organs).
Other medical facilities, forensic departments under the Criminal Technical Department of the Provincial Police, public outpatient emergency medical facilities (for those on duty at emergency points), commune-level health stations, health station branches under commune health stations, military-civilian health stations, military-civilian infirmaries, infirmaries of the People's Police, and public social assistance facilities under the Ministry of Health are entitled to 185,000 VND/person/shift.
An allowance of 70,000 VND per person per shift is applied to remaining public facilities for the care and rehabilitation of war veterans and social assistance facilities, and is 1.5 times higher if on duty 24/7 in special wards or areas.

If on duty 24/7 on a weekly rest day, the on-call allowance is calculated at 1.3 times the 700,000 VND rate, while on duty during holidays and Tet (Lunar New Year) the on-call allowance is 1.8 times higher.
The decree also stipulates that employees on duty under the resident system are entitled to an allowance of 35,000-160,000 VND/person/shift depending on the category of the medical facility. In addition, employees on duty 24/7 receive a meal allowance of 40,000 VND/person/shift.
Surgical and procedural allowance scheme
Regarding surgical allowances, the main surgeon, anesthesiologist, or acupuncturist receives an allowance of 100,000-560,000 VND per person per surgery, depending on the type of surgery.
Surgical assistants, anesthesia assistants, or acupuncturists are entitled to a surgical allowance of 60,000-400,000 VND per person per surgery. An allowance of 40,000-240,000 VND applies to those assisting with the surgery.
Regarding epidemic prevention allowances, the Government stipulates that for infectious diseases classified as Group A, those eligible for epidemic prevention allowances are divided into two groups. Group 1 receives an allowance of 420,000 VND/day/person, while Group 2 receives 280,000 VND/day/person.
For infectious diseases in group B, the allowance is 280,000 VND/day/person, and for group C, it is 210,000 VND/day/person.
In addition, the decree also specifies the allowance for those on duty 24/7 to combat the epidemic.
Specifically, the allowance for 24/7 epidemic response on weekdays is 280,000 VND/day/person, applicable when there is information about an epidemic; on weekends it is 1.3 times the regular daily allowance, and 1.8 times on holidays and Tet (Lunar New Year).
In addition, workers participating in round-the-clock epidemic control efforts receive a meal allowance of 40,000 VND per person per shift; those directly involved in monitoring, investigating, collecting, processing samples, testing, and verifying the disease, and participating in epidemic control, receive a meal allowance of 40,000 VND per person per day.
Collaborators and volunteers mobilized to participate in Group A epidemic control during the outbreak also receive a daily allowance of 170,000-280,000 VND per person.
Decree No. 192 also stipulates a monthly support allowance for village and neighborhood health workers and village midwives. The monthly allowance is equal to 0.7 times or 0.5 times the basic salary.
Specifically, a support rate of 0.7 times applies to village and neighborhood health workers and midwives working in villages with 350 or more households; villages in disadvantaged areas as defined by the Government; and neighborhoods with 500 or more households. A rate of 0.5 times applies to village and neighborhood health workers and midwives working in other villages and neighborhoods.
The Provincial People's Committee, based on the characteristics, socio-economic development situation, actual needs, and budgetary capacity of the locality, shall submit to the Provincial People's Council for specific determination of the number of village/neighborhood health workers and village/hamlet midwives; and shall specify the monthly support level for village/neighborhood health workers and village/hamlet midwives, but not lower than the support level mentioned above.
