Early in the morning, nearly 1,300 delegates from agencies, units and armed forces in the province were present at Nha Trang April 2 Square to attend the July flag-raising ceremony with the theme "Khanh Hoa firmly steps into the new era". The majestic national anthem resounded far and wide, the red flag with yellow star was slowly raised as an affirmation of a new journey when from now on, Khanh Hoa officially operates a 2-level local government. Participating in the ceremonial team at the ceremony, Nguyen Thai Binh Nhi (16 years old, Nha Trang ward) shared: "Standing under the national flag, I feel very proud to be a part of the transformation of the country and the province. I will strive to study to realize my dream of becoming a female soldier, contributing to the country and the locality".

At the headquarters of the People's Committee of Nam Khanh Vinh commune, all cadres, party members, civil servants, armed forces and a large number of people in the commune also solemnly sang the national anthem under the national flag. Mr. Ha Phuoc - former Chairman of the People's Committee of Son Thai commune (old) emotionally said: "I am very proud to witness this important moment. I hope that the cadres and party members of the new commune will be truly close to the people, wholeheartedly serving the people". We are very assured and believe that the commune cadres will help the lives of the villagers become less difficult".

On the afternoon of July 1, the Provincial People's Council for the 2021-2026 term held its first session. The time of one afternoon was not much, but many important contents were resolved at the session thanks to the intellectual concentration of the delegates. The Standing Committee of the Provincial People's Council announced the resolutions and decisions of the Central and the province related to personnel work. Provincial People's Council delegates voted to pass resolutions on the establishment of the committees of the Provincial People's Council, term VII, 2021-2026; Office of the National Assembly Delegation and the Provincial People's Council; Office of the Provincial People's Committee and specialized agencies under the Provincial People's Committee. Early in the morning, the Dien Khanh Commune Public Administration Service Center welcomed dozens of people to do transactions. Ms. Che Thi My Hoang (former Dien Thanh Commune) said: "I came to do the procedure to adjust the content on the land use right certificate but forgot to bring my glasses and was supported to declare and complete the procedure". Mr. Nguyen Thanh Dat, an officer of the center, said: "The new commune was established from 3 administrative units of the former Dien Khanh District, the number of files is very large, especially in the fields of land, business, labor - war invalids - social affairs. But we have tried our best to resolve it, not to let people wait long".

The working atmosphere on the first day of operation at the Provincial Public Administration Service Center (facility 2) in Phan Rang ward was also very serious. At the Bac Ai Tay Commune Public Administration Service Center, 8 officers and civil servants were assigned to handle administrative procedures. Mr. Pinang Lien, the officer in charge of business registration, said: "The commune has tested the operation, so all operations are not surprising." In Phuoc Hau Commune, the need to do procedures in the morning is quite high, but most of them are resolved quickly. Mr. Nguyen Dang Vinh Chau (Phuoc Thien 1 village, Phuoc Hau Commune) said: "The officers are attentive, friendly, enthusiastic in guiding, and resolve quickly. I highly appreciate the professional working style and sense of responsibility of the commune officers." Mr. Dang Nang Tom - Chairman of the Commune People's Committee said that the officers were trained to use E-Office software associated with KPIs, and practiced the administrative service handling information system, so they handled the work smoothly. Each job position is arranged according to their strengths and expertise, so all administrative procedures are resolved quickly.
At the Ninh Hoa Ward Public Administration Service Center, the working space has been rearranged neatly and scientifically. The ward also arranged union members to guide people to carry out online administrative procedures. Ms. Huynh Thi Duong Trang, an officer of the center, shared: "I have been thoroughly trained and determined to work twice or three times harder so that the work is not blocked". Coming to the ward to handle administrative procedures, Ms. Nguyen Thi Thu Hong (Dong Ninh Hoa ward) confided: "When I first heard about the commune merger, I was a bit worried about going through the procedures. But when I came here, I was warmly welcomed and guided, and I waited about 15 minutes to finish the work".

At the Nha Trang Ward Public Administration Service Center, the leaders had planned in advance, proactively rearranged the areas; divided the waiting areas; and allocated the number of civil servants in charge of the reception counter based on the number of files. The ward leaders also directed civil servants of specialized departments to be ready to support when there was an overload. In the morning, the center received about 70 files, mostly household registration and business registration. In Tay Nha Trang Ward, union members and youth were on duty to help the elderly to complete procedures, guide them in filling out the files, prepare the file components, etc. Therefore, in the morning, the center received 124 people but there was no congestion.

Many people in Khanh Son commune expressed their satisfaction when the equipment serving the transaction needs of the people was quite fully equipped; the staff was always friendly and gave enthusiastic instructions; the reception and processing of documents was quick... At Van Ninh commune, Mr. Hoang Cong Duc shared: "The procedure processing was very fast. At the Cam Ranh Ward Public Administration Service Center, Mr. Huynh Van Khang (Cam Linh Ward) was enthusiastically supported, guided by the staff and had his problems resolved quickly when he came to do the procedures here. As of 11 o'clock, nearly 300 people had come to get registration numbers for settlement, mainly in the fields of land, household registration, business registration... and all were resolved quickly. In Cam Lam commune, Mr. Tran Van Tam noted: "The staff gave detailed and friendly instructions; there were many documents but they were resolved quickly and scientifically. This strengthens our trust in the new commune government". Mr. Huynh Uy Vien - Chairman of the Commune People's Committee affirmed: "We are committed to continuing to review, adjust and perfect the working process to optimize efficiency, ensuring that all administrative procedures are resolved quickly, transparently and most conveniently for the people"...
The urgency and seriousness of the staff and civil servants, the satisfaction and trust of the people and businesses are the promising beginning of a new development phase of a truly effective and efficient two-level local government, serving the people better and better.
