On the evening of July 14, Deputy Prime Minister Nguyen Hoa Binh and the central working delegation worked with the Standing Committee of Lam Dong Provincial Party Committee on the operation of local governments at two levels and preparations for Party congresses at all levels for the 2025-2030 term.
At the meeting, Lam Dong Provincial Party Secretary Y Thanh Ha Nie Kdam said that after the arrangement, there are currently 1,314 civil servants and public employees from the two provinces of Dak Nong (old) and Binh Thuan (old) who have come to work in Lam Dong province. In addition, the province has also arranged for more than 8,000 people to continue staying in place to receive administrative procedures and handle work to create convenience for the people.

In the first 10 days of implementing the operation of the two-level local government, Lam Dong province received 18,519 records, processed 12,548 records, is processing 5,791 records, and has overdue 428 records. Of which, the majority of records were received and processed at the commune level with 14,565 records (accounting for nearly 80%).
Regarding the preparation for Party Congresses at all levels, 124/124 Party Committees at commune, ward and special zone levels have completed the drafting of documents. The Standing Committee of Lam Dong Provincial Party Committee also issued a plan for the model Party Congress of Don Duong commune for the 2025-2030 term on July 15, 2025, organized online at 123 Party Committees of communes, wards and special zones to learn and gain experience.

On behalf of Lam Dong Provincial Party Committee, Lam Dong Provincial Party Committee Secretary Y Thanh Ha Nie Kdam also proposed to the working delegation a number of difficulties and problems related to mechanisms, direction and guidance so that localities can proactively decide on investment, repair and renovation of housing facilities (which have deteriorated), as offices and accommodation for officials, civil servants and public employees; and provide guidance on arranging, merging and establishing mass organizations assigned by the Party and State at the provincial and communal levels.
At the same time, continue to pay attention to and promptly resolve difficulties related to the planning of exploration and exploitation of bauxite and titanium; promptly resolve difficulties related to the implementation of the North-South expressway projects in the West, Gia Nghia - Chon Thanh section, propose to allocate capital for the Bao Loc - Lien Khuong expressway project; support funding for upgrading and repairing inter-regional connecting national highways such as national highways 20, 28, 55... promptly hand over the management, repair and upgrading of national highways to localities...

After listening to the opinions of the delegates, Deputy Prime Minister Nguyen Hoa Binh highly appreciated the efforts and results achieved by Lam Dong province in the first days of operation, in which the settlement of administrative procedures for people reached a high level.
Deputy Prime Minister Nguyen Hoa Binh requested Lam Dong province to re-count and allocate sufficient human resources for commune-level authorities in remote areas. It is necessary to improve and develop the expertise of officials to serve the needs of the people (land, finance, health care, etc.).
The administrative center must be fully equipped, the face of the government, a place to serve people and businesses, and the local public administrative service center must be a place to serve the people. In addition, the First Deputy Prime Minister also emphasized that the digital transformation profile, transmission lines, and data must be guaranteed. Lam Dong province also needs to review and propose a solution for handling surplus assets after the merger.
Regarding the preparation for the Party Congress, Permanent Deputy Prime Minister Nguyen Hoa Binh requested Lam Dong province to carefully prepare documents and to have new and breakthrough updates.
Also at the meeting, the Deputy Prime Minister requested Lam Dong province to soon complete the program to eliminate dilapidated houses. At the same time, it is necessary to soon build boarding schools for border communes and provide free boarding school for students...
