Arrange and establish commune-level community learning centers

Khanh Hoa Department of Education and Training has just sent a document to the People's Committees of communes, wards and special zones on the arrangement, merger and establishment of community learning centers (CLCs) at the commune level after implementing the 2-level local government. To help local authorities at the grassroots level and people understand the importance as well as the organization and implementation of this work, reporters of Khanh Hoa Newspaper, Radio and Television had an interview with Mr. Le Dinh Thuan - Deputy Director of the Department of Education and Training.

- How is the authority to establish, manage and operate the activities of community centers regulated, sir?

- According to Decree No. 142 dated June 12, 2025 of the Government regulating the division of authority of local authorities at two levels in the field of state management of the Ministry of Education and Training, the Chairman of the People's Committee of the newly formed commune has the authority to issue decisions to establish or permit the establishment, suspend operations, merge, divide, separate, and dissolve public and private community learning centers in the area. The order and procedures for exercising this authority have been prescribed in the above decree.

In addition, according to Circular No. 11 dated June 12, 2025 of the Ministry of Education and Training stipulating the decentralization, delegation and assignment of authority to perform state management tasks of two-level local authorities for vocational education and continuing education, the Chairman of the People's Committee of the newly established commune has the authority to consider and decide on the arrangement of primary or secondary school teachers to work at the Community Learning Center; decide on the director and deputy director of the center; directly manage and direct the activities of the Community Learning Center in the area.

- So what is the process of arranging, merging or establishing new TTHTCĐ?

- For commune-level units newly formed from the merger of communes, wards and towns that already have CTCs, the People's Committee of the new commune shall preside over and assign specialized agencies to comprehensively review and assess the situation of existing CTCs in the old communes, wards and towns before merging. On that basis, develop a plan to arrange, merge or establish a new CTC. The plan must clearly state the name of the new CTC (if any); the location of the headquarters (priority given to utilizing existing facilities); study locations; organizational structure, expected personnel (director, deputy director, full-time staff); expected main activities; plan to transfer assets and finances (if there is a merger); plan to handle old CTCs that are no longer suitable (if any). After completing the plan and ensuring compliance with legal regulations, the Chairman of the People's Committee at the commune level shall issue decisions on: Arranging, merging or establishing a new CTC in the area; Appoint the director and deputy director of the center; arrange teachers (if any). The People's Committee at the commune level is responsible for reporting the results to the Department of Education and Training.

For newly established commune-level units that previously did not have a community learning center or the center has been completely dissolved, the People's Committee at the commune level, based on the learning needs of the people, prepares a proposal to establish a community learning center, clearly stating the necessity, expected facilities, personnel and initial operation plan. Next, complete the project and establishment plan according to regulations (including contents on goals, tasks, organizational structure, facilities, finance...). The next steps are similar to the above. The arrangement, merger and establishment of a new community learning center must be completed before July 31.

- What is the role of the Department of Education and Training in relation to community centers in the province, sir?

- The arrangement, merger and establishment of communal-level community centers after when implementing two-level local government   is very necessary and important to ensure the continuous and stable operation of the learning centers, promoting the effectiveness in building a learning society from the grassroots. This work needs to ensure unified leadership and direction from the province to the commune level, promoting the proactive role of the People's Committee at the commune level in direct management. At the same time, carefully consider the practical conditions of geography, population, facilities, resources, and learning needs of each new commune and ward to have an optimal arrangement plan, creating the most favorable conditions for people to study, avoiding waste and ensuring the continuity of activities.

The Department of Education and Training is the focal agency responsible for directing the professional and technical aspects of the Community Learning Centers, including: Guiding, inspecting and supervising the implementation of the program, content and methods of operation of the center; organizing training courses to improve the capacity of the center's management and staff; issuing professional and technical guidance documents to improve the quality of operations. At the same time, evaluating and recognizing communes and wards that have achieved the title of "Learning Community" at the commune level according to the regulations of the Ministry of Education and Training.
