- How is the authority to establish, manage and operate the activities of community learning centers regulated, sir?
- According to Decree No. 142 dated June 12, 2025 of the Government regulating the division of authority of local authorities at two levels in the field of state management of the Ministry of Education and Training, the Chairman of the People's Committee of the newly formed commune has the authority to issue decisions to establish or permit the establishment, suspend operations, merge, divide, separate, and dissolve public and private community learning centers in the area. The order and procedures for exercising this authority have been stipulated in the above decree.
In addition, according to Circular No. 11 dated June 12, 2025 of the Ministry of Education and Training stipulating the decentralization, delegation and assignment of authority to perform state management tasks of two-level local authorities for vocational education and continuing education, the Chairman of the People's Committee of the newly established commune has the authority to consider and decide on the arrangement of primary or secondary school teachers to work at the Community Learning Center; decide on the director and deputy director of the center; directly manage and direct the activities of the Community Learning Center in the area.
- So what is the process for arranging, merging or establishing new community centers?
- For commune-level units newly formed from the merger of communes, wards and towns that already have CTCs, the People's Committee of the new commune shall preside over and assign specialized agencies to review and comprehensively assess the situation of existing CTCs in the old communes, wards and towns before the merger. On that basis, develop a plan to arrange, merge or establish a new CTC. The plan must clearly state the name of the new CTC (if any); the location of the headquarters (priority given to utilizing existing facilities); study locations; organizational structure, expected personnel (director, deputy director, specialized staff); expected main activities; plan for transferring assets and finances (if there is a merger); plan for handling old CTCs that are no longer suitable (if any). After completing the plan and ensuring compliance with legal regulations, the Chairman of the People's Committee of the commune shall issue decisions on: Arranging, merging or establishing a new CTC in the area; Appoint the director and deputy director of the center; arrange teachers (if any). The People's Committee at the commune level is responsible for reporting the results to the Department of Education and Training.
For newly established commune-level units that previously did not have a community learning center or the center has been completely dissolved, the People's Committee at the commune level, based on the learning needs of the people, prepares a proposal to establish a community learning center, clearly stating the necessity, expected facilities, personnel and initial operation plan. Next, complete the project and establishment plan according to regulations (including contents on goals, tasks, organizational structure, facilities, finance, etc.). The next steps are similar to the above. The arrangement, merger and establishment of a new community learning center must be completed before July 31.

At the same time, evaluating and recognizing communes and wards that have achieved the title of "Learning Community" at the commune level according to the regulations of the Ministry of Education and Training.
