Regarding the mechanism to support meals for primary school students, the City People's Committee assigned the Departmentof Education and Training to preside over and coordinate with the Department of Finance to advise on the issuance of documents regulating the support mechanism; coordinate with the Department of Culture and Sports to propagate to all classes of people, agencies, units and review and implement policies to ensure the right subjects.
The Department of Finance guides the Department of Education and Training and the People's Committees of wards and communes to establish, allocate, assign budget estimates and procedures for payment and settlement of support funds under their management.
Regarding the plan to organize boarding meals, the city assigned the Department of Health to preside over and coordinate with the Department of Industry and Trade, the Department of Agriculture and Environment and related units to advise the city and the City's Food Safety Steering Committee to guide the criteria for evaluating units providing meals, food processing materials, drinking water and procedures.
The Department of Education and Training, the People's Committees of wards and communes select units that provide meals, raw materials for food processing, and drinking water. The Department of Health periodically or suddenly inspects, urges, and promptly advises and reports to the city for consideration and direction on contents beyond its authority.
In addition, the Department of Education and Training coordinates with relevant units to guide the implementation of revenue and expenditure management of services supporting educational and training activities at public preschools and general education institutions to ensure consistency and synchronization; at the same time, review and summarize the implementation of Resolution 03/2024/NQ-HDND of the City People's Council, and report to the City People's Committee.
The Department of Education and Training, the authorities of wards and communes review the facilities and necessary conditions to best meet the requirements for organizing meals for boarding students, and send the Department of Finance the funding source for implementation.
The Departments of Education and Training, Health, Industry and Trade, Agriculture and Environment, and Finance, based on their functions and proposals from wards and communes, organize training and provide guidance on regulations to ensure food quality and safety.
Regarding strengthening food safety control around school gates, the Department of Health coordinated with relevant units to advise on the issuance of a Plan to strengthen control according to the 2-level local government organization model to thoroughly handle the situation of street vendors.
The Department of Education and Training coordinates with the Department of Culture and Sports, wards and communes to direct affiliated educational institutions to strengthen propaganda to parents and students to resolutely "say no to dirty food".
City police and People's Committees of wards and communes have increased inspections and strictly handled street vendors and vendors illegally encroaching on sidewalks and roads around schools.
