Functions, tasks and powers of national universities

Decree 201/2025/ND-CP stipulates the functions, tasks and powers of national universities, effective from September 1, 2025.

According to this Decree, the National University is a public higher education institution managed by the Ministry of Education and Training , has legal status, has its own account and uses a seal with the National Emblem.

National universities have the function of training at all levels of higher education , scientific research and high-quality multidisciplinary and multi-field technology transfer; some training fields are leading in the country and highly ranked in the world.

National universities are under the state management of the Ministry of Education and Training, the Ministry of Science and Technology , other ministries, branches and People's Committees at all levels where the national universities are located according to the provisions of law.

According to the provisions of Articles 2 and 3 of the Decree, the National University is granted a high degree of autonomy in the fields of training, scientific research, organizational structure, finance, international cooperation and development of high-quality human resources.

In particular, the National University has the right to develop its own training regulations, develop advanced and talented programs, conduct extensive international cooperation, and effectively connect science - technology - innovation resources to carry out the national development mission.

The National University is directly managed, uses and shares internal resources effectively; is autonomous in recruiting lecturers, international experts and cooperating with businesses. The modern university governance system is organized in a clear hierarchy and authority, with accountability to the Government and the Prime Minister attached to the assigned authority.

Duties and powers of the Council for coordinating the dissemination and education of law

Decision 26/2025/QD-TTg regulating the composition, tasks and powers of the Council for coordinating the dissemination and education of law issued by the Prime Minister takes effect from September 20, 2025.

Accordingly, the Central Council established by the Prime Minister consists of the following members:

Chairman of the Council: Deputy Prime Minister;

Permanent Vice Chairman of the Council: Minister of Justice;

Vice Chairmen of the Council: Deputy Minister of Justice, Deputy Head of the Government Office;

Invite a representative of the Central Committee of the Vietnam Fatherland Front to be Vice Chairman of the Council.

The Council members are representatives of the leaders of agencies and organizations: Ministry of National Defense, Ministry of Public Security, Ministry of Home Affairs, Government Inspectorate, Ministry of Culture, Sports and Tourism, Ministry of Education and Training, Ministry of Construction, Ministry of Agriculture and Environment, Ministry of Health, Ministry of Finance, Ministry of Industry and Trade, Ministry of Foreign Affairs, Ministry of Science and Technology, Ministry of Ethnic Minorities and Religions, State Bank of Vietnam, Vietnam Television, Voice of Vietnam, Vietnam News Agency;

Invite representatives of leaders of agencies and organizations to be members of the Council: Central Internal Affairs Committee, Central Propaganda and Mass Mobilization Committee, Supreme People's Court, Supreme People's Procuracy, Central Vietnam Lawyers Association, Vietnam Bar Federation, Vietnam Federation of Commerce and Industry (VCCI), Vietnam Association of Small and Medium Enterprises.

The Central Advisory Council assists the Government and the Prime Minister in directing and coordinating the implementation of the following tasks:

Develop and implement solutions to strengthen the Party's leadership in disseminating and educating the law, providing legal aid and legal support to small and medium enterprises, business households and individual businesses.

Perfecting policies and laws on dissemination, legal education, legal aid, and legal support for small and medium enterprises, business households, and individual businesses.

Develop, promulgate, urge, inspect and reward the implementation of programs, projects and plans of the Government and the Prime Minister on dissemination, legal education, legal aid and legal support for small and medium enterprises, business households and individual businesses.

Implement digital transformation in the dissemination and education of law, legal aid, and legal support for small and medium enterprises, business households, and individual businesses.

Implement the work of disseminating and educating the law, providing legal aid and legal support for small and medium-sized enterprises, business households and business individuals in the fields, localities and subjects that require inter-sectoral coordination to achieve socio-economic development goals, ensure national defense, security and social security; implement solutions to enhance the effectiveness of coordination in implementing activities of disseminating and educating the law, providing legal aid and legal support for small and medium-sized enterprises, business households and business individuals in accordance with the law.

Implement solutions to enhance capacity for agencies, organizations and individuals responsible for implementing coordination activities in disseminating and educating the law, providing legal aid and legal support for small and medium enterprises, business households and individual businesses.

Implement solutions to promote socialization policies, mobilize organizations and individuals, attract resources to participate in disseminating and educating laws, communicating policies and laws, providing legal aid and legal support for small and medium enterprises, business households and individual businesses.

Communicate policies and draft documents in accordance with legal regulations to create social unity and consensus, mobilize people to participate in building and perfecting laws and effectively organizing law implementation; develop documents, update data and information to serve the dissemination and education of laws, provide legal aid and legal support for small and medium-sized enterprises, business households and individual businesses on the National Law Portal.

Implementing guidance, explanation, information, and notification of legal aid, transferring requests for legal aid, introducing people eligible for legal aid to legal aid organizations; reporting and statistical work; providing professional guidance on coordinating the implementation of legal aid activities, and coordinating legal aid in litigation.

Carry out the construction, management, updating, exploitation and use of legal databases to serve legal support activities for small and medium enterprises, business households and individual businesses. Other tasks assigned by the Government and the Prime Minister.

Amendments to the regulations on subject classrooms of general education institutions

Circular 14/2025/TT-BGDDT amends the Regulations on subject classrooms of general education institutions attached to Circular 14/2020/TT-BGDDT issued by the Minister of Education and Training, effective September 2, 2025.

Specifically, add Clause 3 and Clause 4 to Article 1 as follows: Viet Bac Highland High School, Friendship School 80, Friendship School T78 are allowed to apply this Regulation to implement the general education program.

College preparatory schools shall apply this Regulation as high schools to implement college preparatory training programs.”.

Add point d, Clause 1, Article 4 as follows: Subject classrooms used in common for a number of subjects shall be implemented according to the following principles: ensuring the full functions of the subject classrooms, having similar functions, adequate equipment for each subject, ensuring the arrangement of time and space for teaching and organizing educational activities according to each function, ensuring the plan and teaching hour norms based on the student scale for each subject. Ensuring the specifications, preparation rooms, specialized interior equipment, and technical requirements of subject classrooms of shared subjects.”.

Amend Clause 2, Article 4 as follows: The number of subject classrooms is based on the size of classes and actual conditions of general education institutions, ensuring regulations on material facilities standards for kindergartens, primary schools, junior high schools, high schools and multi-level general schools issued by the Minister of Education and Training.

Amend Point a, Clause 1, Article 5 as follows:

Primary school: For IT and Foreign Language classrooms, the minimum working area for one student is 1.50m2 and each room has an area of ​​not less than 50m2 ;

For Science - Technology, Music and Fine Arts classrooms, the minimum working area for one student is 1.85m2 and each room has an area of ​​not less than 60m2 .

Add point d, Clause 1, Article 5 as follows: Minimum working area of ​​a subject classroom used in common for a number of subjects: determined according to the subject classroom with the largest area among the subjects used in common.

Regulations on teaching and learning in foreign languages ​​in educational institutions

Decree 222/2025/ND-CP regulating teaching and learning in foreign languages ​​in educational institutions takes effect from September 15, 2025.

The Decree stipulates four principles of teaching and learning in foreign languages ​​as follows:

Teaching and learning in foreign languages ​​must stem from social needs, the willingness of learners, and the requirement to ensure the quality of education and training, contributing to the promotion of Vietnamese education, traditions, and culture.

Subjects, modules, credits and educational contents and activities taught and learned in foreign languages ​​must ensure that the objectives, contents and educational methods of the program have been approved by competent authorities at each level of education and training and comply with legal provisions related to general education, continuing education, vocational education and higher education.

Teaching and learning in foreign languages ​​must be made public to learners and relevant parties on the educational institution's website immediately after the competent authority approves the Project on teaching and learning in foreign languages.

Programs, textbooks, and materials used for teaching and learning in foreign languages ​​must not contain content that is detrimental to national defense, security, or public interests; must not propagate religion or distort history; must not affect the culture and customs of the Vietnamese people; and must ensure connectivity between educational levels and training levels as prescribed.
