Are students with household registration in communes, villages, and hamlets in extremely disadvantaged areas who study at vocational education - continuing education centers, and high schools located in region I eligible for support for study costs according to Decree No. 81/2021/ND-CP? On September 3, 2025, the Government issued Decree No. 238/2025/ND-CP replacing Decree No. 81/2021/ND-CP dated August 27, 2021 regulating the mechanism for collecting and managing tuition fees for educational institutions in the national education system and policies on tuition exemption and reduction, support for learning costs; service prices in the field of education and training.
Accordingly, Clause 4, Article 17 of Decree No. 238/2025/ND-CP stipulates the subjects eligible for support for learning costs: Preschool children, general education students, students studying at regular educational institutions following the general education program where they and their parents or guardians (in case of living with guardians) have permanent residence and are studying at an educational institution in a particularly difficult village/hamlet, commune in region III of ethnic minorities and mountainous areas, communes with special difficulties in coastal, coastal and island areas according to regulations of competent authorities or studying at an educational institution in another area according to local regulations in case there is no educational institution in the particularly difficult village/hamlet, commune in region III of ethnic minorities and mountainous areas, communes with special difficulties in coastal, coastal and island areas according to regulations of competent authorities or studying at an educational institution in another area according to regulations of the locality in case there is no educational institution in the particularly difficult village/hamlet, commune in region III of ethnic minorities and mountainous areas, communes with special difficulties in coastal, coastal and island areas according to regulations of competent authorities.
Thus, preschool children and general education students, students studying at regular education institutions following the general education program who have permanent residence and are living in a particularly difficult village/hamlet, commune in region III of ethnic minority and mountainous areas, or a particularly difficult commune in coastal and island areas according to regulations of competent authorities, are entitled to support for study costs according to the above regulations.
In case students have permanent residence in a particularly difficult area, study at a school located in area I (and students are living in area I), they will not be entitled to the study cost support policy as prescribed in Clause 4, Article 17 of Decree No. 238/2025/ND-CP mentioned above.
