The Ministry of Education and Training issued a Notice of Conclusion by Permanent Deputy Minister Pham Ngoc Thuong at the Conference to review the work of assessing the quality of educational institutions and building schools that meet national standards in the 2019-2025 period, and directions for implementation in the 2026-2030 period.
Gradually forming a culture of quality
After listening to the report of the Department of Quality Management, comments and discussions at the Conference, Permanent Deputy Minister Pham Ngoc Thuong concluded:
In the 2019-2025 period, the work of assessing the quality of education and recognizing national standards for preschools, general education institutions, and continuing education institutions has achieved important results, contributing to improving the quality, equity of education, and sustainable development of preschool and general education in Vietnam.
Through the work of assessing the quality of education and building schools that meet national standards, educational management levels and schools have access to and apply progressive, quality-oriented, advanced and effective management models. Schools identify the current quality status, strengths and weaknesses, and develop and implement quality improvement plans that are more appropriate, feasible and effective.
From there, it contributes to improving school management capacity, implementing educational programs, innovating teaching, learning and assessment, familiarizing and forming a "quality culture" of managers, teachers, staff and students in the school.
The results of education quality assessment and recognition of national standards contribute significantly to increasing the interest and trust in investment of resources for education by central and local levels.
In addition to the achieved results, in the recent period, the work of assessing the quality of preschool education, general education, continuing education and recognizing schools that meet national standards is still limited due to subjective and objective reasons: Uneven awareness and implementation capacity of some managers and teachers; professional processes are still formal, heavily administrative, time-consuming; limitations in monitoring and supporting quality improvement; difficulties in mobilizing and allocating resources to invest in facilities, ensuring conditions to achieve and maintain national standards...

The task of ensuring education quality and building national standard schools in the 2026-2030 period
Implementing the Party's Resolutions and the Education Development Strategy to 2030, vision 2045, the directions and tasks to implement and achieve the goals and requirements on ensuring education quality and building national standard schools in the period 2026-2030 are as follows:
General mission direction: Promoting good results and lessons learned, overcoming limitations of the 2019-2025 period, researching theories to perfect policies and regulations on ensuring education quality, building schools that meet national standards in accordance with the Law on amending and supplementing a number of articles of the Law on Education, requirements for improving the quality and international integration of Vietnamese education.
Correctly, fully and comprehensively perceive the meaning, role and effect of ensuring educational quality and building national standard schools to aim for quality goals, contributing to breakthroughs and improving educational quality.
Persistently build a culture of quality associated with school culture. Promote the leadership and direction of unit heads; focus on consulting with local Party committees and authorities in issuing plans and resolutions to get their participation and allocate resources for the goals of ensuring educational quality and building schools that meet national standards.
Regarding specific tasks, the Department of Quality Management is responsible for advising the Ministry of Education and Training in developing legal documents on ensuring educational quality and building schools that meet national standards to comply with the provisions of the Law amending and supplementing a number of articles of the Law on Education, in accordance with the organization of the two-level local government apparatus and implementation practices.
Review and complete regulations on the set of standards for assessment, quality improvement and recognition of schools meeting national standards in the direction of ensuring core elements of educational quality assurance, complying with regulations, adding mandatory criteria, and harmonizing quantitative and qualitative criteria.
Adjust and improve processes, enhance digital transformation, apply artificial intelligence, and online assessment methods to make assessment work more substantial, appropriate, and effective.
Research on the plan to build data on education quality assurance and national standard school construction integrated with the industry-wide database. Organize training for key staff on education quality assurance and national standard school recognition. Pay attention to directing the work of education quality assurance and national standard school construction, especially for localities and schools in difficult areas to ensure fairness in access to quality education.
Relevant units under the Ministry of Education and Training, universities providing pedagogical training coordinate with the Department of Quality Management in developing legal documents on ensuring educational quality and building schools that meet national standards to advise the Ministry of Education and Training to promulgate and ensure the above requirements.
The Departments of Education and Training and the Military Women's Committee ( Ministry of National Defense ) closely follow the mechanisms, policies and regulations on ensuring educational quality and building schools that meet national standards to advise the Provincial People's Committee (or direct management agency) in issuing plans, allocating resources, supporting facilities and equipment for teaching and learning to ensure educational quality and build schools that meet national standards.
The Department of Education and Training directs and guides the Department of Culture and Society under the People's Committee at the commune level and affiliated educational institutions to effectively implement this work; organize training to improve staff capacity and effectively inspect and supervise the work of ensuring educational quality and building national standard schools. Periodically organize assessments and draw lessons from the implementation of ensuring educational quality and building national standard schools, promptly propose solutions to remove difficulties to the Ministry of Education and Training, People's Committees of provinces and centrally run cities, and direct management agencies.
