Government Decree 'identifies' acts of violating scientific integrity

In a decree detailing and guiding the implementation of a number of articles of the Law on Science, Technology and Innovation that the Government has just issued, each act of violating scientific integrity has been clearly specified.

On October 14, the Government issued Decree 262/2025/ND-CP detailing and guiding the implementation of a number of articles of the Law on Science, Technology and Innovation on information, statistics, assessment, digital transformation and general issues. The Decree clearly states which acts are considered violations of scientific integrity.

The act of falsely attributing an author's name has now been officially named "an integrity violation" in a Government decree.

Specifically, according to Article 6 of Decree 262, acts of violating scientific integrity include: falsifying data and research results; falsifying data; plagiarism in any form; falsely naming authors or removing authors with real contributions; obstructing, threatening, coercing, or interfering in the process of evaluating, reviewing, and approving scientific manuscripts; and other acts that violate the principle of integrity.

The principles of integrity stipulated in Article 4 include: honesty in proposing, implementing, publishing and applying research results; objectivity and transparency in the process of designing research, collecting, analyzing, processing and evaluating research results; respecting intellectual property rights and fully and accurately acknowledging the contributions of relevant individuals and organizations; being accountable for research results to the host organization, funding agency, scientific community and society when requested. Violations of the above principles are not integrity.

The Decree also specifically "names" violations of professional ethics in scientific research and technology development such as concealing risks causing serious consequences; spreading false information, distorting research results; using equipment, funds, and materials for personal purposes; not disclosing financial relationships, research funding sources, conflicts of interest that may affect objectivity, independence, and research results...
