Regarding the scientific integrity of postgraduate admissions in recent times, this morning, November 5, the leaders of Pham Ngoc Thach University of Medicine informed about this issue.

Associate Professor, Dr. Nguyen Trong Hao, Secretary of the Party Committee of Pham Ngoc Thach University of Medicine, said that on October 20, 2025, the school received an email accusing a number of individuals at the school of fraud in research and violating scientific integrity.

Two days later, on October 22, 2025, the school sent an invitation letter to the whistleblower to come to work to provide more information, documents and evidence, but the whistleblower did not come.

“Based on Article 25 of the 2018 Law on Denunciation and Circular 05/2021/TT-TTCP of the Government Inspectorate on the procedure for handling anonymous denunciation letters and emails that do not meet the conditions for acceptance according to regulations. However, because the content of the denunciation letter is related to specific events and individuals in the school, the school has proactively reviewed and verified to ensure that training and scientific research activities comply with the principles of scientific integrity and legal regulations,” said Associate Professor Nguyen Trong Hao.

Mr. Hao said that Pham Ngoc Thach University of Medicine is currently drafting the Regulations on Scientific Integrity, collecting opinions from affiliated units and is expected to issue them in the near future.

Dr. Pham Quoc Dung, Vice Principal and Head of the Scientific Integrity Team, said the school had established a Scientific Integrity Team with 7 members. Later, one person withdrew from the team for personal reasons, and the team continued to work normally.

Previously, the school also had a scientific integrity team, and is currently developing regulations on scientific integrity based on the provisions of the Law on Science, Technology and Innovation as well as Decree 262/2025/ND-CP. The working group will work objectively and honestly, and when there is a final conclusion, the school will officially announce it.
