Termination of employment without cause of violation or disagreement

According to information from the school, the medical doctor training cooperation program between Pham Ngoc Thach University of Medicine and Johannes Gutenberg University Mainz (Germany) was implemented since 2013, with the goal of providing Vietnamese students with the opportunity to study according to German standard medical programs.

During the implementation process, the program has achieved many positive results, contributing to training a team of young doctors with professional capacity and international integration thinking.

However, after a review and official exchange process between the two schools, the German partner announced the termination of the Vietnam-Germany Medical Program training cooperation from the 2024 school year due to changes in the exam provision policy and recognition of international medical programs by the German National Institute for Medical Examinations (IMPP). This is a systematic change from the German side, not stemming from any violations or disagreements between the two training institutions.

The decision to terminate the cooperation was issued by Johannes Gutenberg University Mainz and Universitätsmedizin Mainz from June 2024, following an internal proposal from the Faculty of Medicine (Fachbereich 04). The termination was not made by the Vietnamese side, but was an internal administrative- political decision by the German side, stemming from factors such as: the IMPP Institute (German Medical and Pharmaceutical Examinations Institute) stopping providing the national M2 exam after 2027; the parallel training model no longer maintaining equivalence with the German medical system; along with budget cuts in the state of Rheinland-Pfalz and the policy of reviewing international programs of German public universities.

Pham Ngoc Thach University of Medicine said that although there have been many efforts to discuss, propose solutions and express the desire to maintain the program in the past time, policy changes from Germany are factors beyond the school's ability to adjust.

“According to the report of Professor Fosterman (Co-Dean of the Vietnam-Germany Medical Faculty) and Professor Urban, Professor Huyen (Co-Dean of the Vietnam-Germany Medical Faculty) in the meeting with the school's leaders on October 13, 2025, although there was influence from the Vietnamese Ambassador to Germany and the German Ministry of Education on the leadership of Mainz University (Universitätsmedizin Mainz), but for the above reasons, the German side still firmly decided to terminate the cooperation program”, the school informed.

Class of 2025 transferred to study domestic medical program

Pham Ngoc Thach University of Medicine said that the school has proactively implemented a plan to adjust the training program for the 2025 enrollment.

Accordingly, all students of the 2025 enrollment of the Vietnam-Germany Faculty of Medicine will be transferred to the regular medical doctor training program of Pham Ngoc Thach University of Medicine, starting from October 20, 2025. Students are guaranteed a 6-year continuous study path, according to the medical doctor training program approved by the Ministry of Education and Training and the Ministry of Health . The school commits to public and transparent academic and financial contents, ensuring full rights of students.

For the 2023 and 2024 courses, based on the roadmap to end the cooperation between the two sides from July 2024, the school will continue to discuss with the partner so that these courses can study according to the previous program, to ensure the rights of students and their families.
