Raising the standards for opening medical programs.

TP - To ensure the quality of training in the health sector in general, and medicine (doctors) in particular, the Ministry of Education and Training has included stricter regulations in the draft Law on Higher Education compared to the current regulations.

Speaking with a reporter from Tien Phong newspaper , Associate Professor Dr. Nguyen Hoang Long, former Director of the Department of Science, Technology and Training, Ministry of Health , stated that the decision on which universities should offer medical training must be based on a scientific, objective, and comprehensive assessment. The ultimate goal is the quality of the medical staff after graduation.

Associate Professor Dr. Nguyen Hoang Long affirmed that the immediate task for management agencies is to conduct a comprehensive assessment of the quality of medical training nationwide, and then implement synchronized solutions to ensure the quality of training for doctors in particular and medical personnel in general. Authorities need to review and tighten standards, criteria, and procedures for evaluating and permitting the opening of new training facilities and medical training programs; strengthen inspection, supervision, and evaluation of training quality; and enhance the accreditation of training facilities and programs in line with international standards. Organizing a national examination to assess the professional competence of doctors in accordance with the Law on Medical Examination and Treatment (2023) is also an urgent requirement.

According to the Head of the Higher Education Department of the Ministry of Education and Training, a draft regulation on university and college admissions for 2026 is currently being developed. The Ministry of Education and Training will continue to tighten entrance requirements for specialized fields such as health sciences and teacher training. The Higher Education Department affirms that with the upcoming amendment to the Higher Education Law, the Ministry will raise the standards for opening new programs in medicine in particular and health sciences in general. The circular guiding the opening of new programs will specify the qualifications of lecturers and the age ratio of lecturers at private universities. Standards for facilities and functional rooms will be issued by the Ministry of Health, but a prerequisite for opening a medical program is having a hospital or clinic that meets the required standards.

Minister of Education and Training Nguyen Kim Son stated that for the three fields of teacher training, medicine, and law, it is not enough to control only the input and output; the entire process must be controlled.

The draft Law on Higher Education amends regulations related to training programs to maximize the effectiveness of resources, technical infrastructure, and digital infrastructure. Notably, the draft clearly stipulates pre-approval for training programs in teacher training, health, and law. Specifically, the minimum quality assurance threshold for admission will be implemented according to the regulations of the Ministry of Education and Training. According to the Minister of Education and Training, the draft law will also include provisions to address the issue of superficial accreditation, where accreditation results are overemphasized without accurately reflecting the actual quality of training programs, especially in specialized fields.
