Raising standards for opening the medical industry

TP - To ensure the quality of training in the health sector in general and medicine (doctors) in particular, the Ministry of Education and Training has included in the draft Law on Higher Education more stringent regulations than the current ones.

Talking to Tien Phong reporter, Associate Professor, Dr. Nguyen Hoang Long, former Director of the Department of Science, Technology and Training, Ministry of Health, said that when deciding which university to train in medicine, it is necessary to base on scientific, objective and comprehensive assessment. Because the ultimate goal is the quality of the medical staff after graduation.

Associate Professor, Dr. Nguyen Hoang Long affirmed that the immediate task of the management agency is to comprehensively assess the quality of medical training nationwide, thereby synchronously deploying solutions to ensure the quality of medical training in particular and medical human resources in general. The authorities need to review, tighten standards, criteria, assessment processes and allow the opening of new training facilities and medical training programs; strengthen inspection, supervision and assessment of training quality; strengthen the inspection of training facilities and program quality in the direction of approaching the world. Organizing a national exam to assess the capacity to practice medical examination and treatment for the title of doctor according to the provisions of the Law on Medical Examination and Treatment (2023) is also an urgent requirement.

The leader of the Department of Higher Education, Ministry of Education and Training said that they are drafting the regulations on university and college admissions in 2026. The Ministry of Education and Training continues to tighten the input quality for some specific majors such as health, teachers, etc. The Department of Higher Education affirmed that when the revised Law on Higher Education comes into effect, the Ministry will raise the standards for opening majors for medicine in particular and health majors in general. The circular guiding the opening of majors will specify the qualifications of lecturers and the age ratio of lecturers at non-public schools. The standards on facilities and functional rooms are issued by the Ministry of Health, but the prerequisite for opening a medical major is to have a hospital or clinic that meets the standards.

Minister of Education and Training Nguyen Kim Son stated that in the three fields of pedagogical training, medicine and law, it is necessary to not only control input and output, but also control the entire process.

The draft Law on Higher Education adjusts regulations related to training programs to promote the effectiveness of resources, technical infrastructure and digital infrastructure. Notably, the draft clearly stipulates pre-inspection for training programs in teacher training, health, and law. Specifically, the threshold for ensuring input quality is implemented according to regulations of the Ministry of Education and Training. According to the Minister of Education and Training, the draft law will also have regulations to overcome the situation of formal inspection, overemphasizing inspection results without reflecting the actual quality of training programs, especially in specific fields.
