On the morning of November 25, continuing the 10th Session, the National Assembly worked in the hall to listen to the Submission and Verification Report on the investment policy of the National Target Program on Modernization and Improvement of Education and Training Quality for the 2026-2035 period.
Comprehensively modernize the system, creating a fundamental and strong shift in the quality of education and training.
Presenting the Report, Minister of Education and Training Nguyen Kim Son stated: The Program is built to realize the Party's policies, the State's laws, strategies, planning, and socio-economic development plans of the country in general and of the education sector in particular; especially focusing on promoting the achievements and results achieved in the past time and focusing on urgent issues that still have many difficulties and obstacles, needing support from the State budget to create breakthroughs.

According to the Report, by 2030, the Government will strive to achieve four specific groups of goals, including: Gradually standardizing the preschool and general education system; gradually forming six national centers and 12 regional centers to train highly skilled human resources; gradually investing in standardizing and modernizing technical infrastructure, expanding development space for higher education institutions; improving the quality and capacity of teachers, education managers and learners.
In particular, the Government clearly stated the goal of focusing investment resources towards solidly building 100% of schools and classrooms; completing the construction of a network of boarding schools and public housing for teachers in remote, border and island areas.
The Government also aims to invest in modernizing eight key public universities to be among the top 200 universities in Asia and have at least one public university among the top 100 universities in the world in a number of key fields.
Another important goal of the Program is to gradually make English the second language in the national education system; pilot a school model to develop creativity, critical thinking and international integration; develop talents, start-ups, innovation and comprehensive development of learners.

By 2035, the Government strives to invest in building 100% of preschool and general education facilities that meet standards in terms of facilities; 100% of preschool and general education facilities have sufficient teaching equipment to implement English as a second language in schools.
The Government's proposal proposes a plan to calculate the total resources mobilized to implement the Program for the 2026-2035 period of about VND 580,133 billion. Of which, the central budget capital is VND 349,113 billion (accounting for 60.2%), local budget capital is VND 115,773 billion (accounting for 19.9%) and counterpart capital of vocational education and higher education institutions is VND 89,073 billion (accounting for 15.4%); other legally mobilized capital is expected to be VND 26,173 billion (accounting for 4.5%).
The program is implemented in 2 phases, in which the total capital for implementation in the 2026-2030 phase is at least 174,673 billion VND and 405,460 billion VND for the 2031-2035 phase.
Prioritize central budget capital for key investments
In the inspection report, Chairman of the National Assembly's Committee on Culture and Society Nguyen Dac Vinh said: The Committee agrees with the necessity of investing in the Program to institutionalize the Party's policy on development and fundamental and comprehensive innovation of education and training.

Regarding the goals of the Program by 2030 and 2035, Mr. Nguyen Dac Vinh said: The Committee agrees with the general goals, but suggests that it is necessary to carefully study and calculate the conditions to ensure feasibility in order to consider the targets of 30% (by 2030) and 100% (by 2035) of preschool and general education facilities implementing English as the second language in schools.
Regarding central budget capital, the Committee proposed prioritizing key and focal investments; arranging capital close to the target and disbursement capacity, ensuring feasibility and efficiency.
Regarding local budgets, the Committee believes that it is necessary to clarify the basis for determining the proportion and structure of counterpart capital from local budgets; encourage localities with high budget revenue to proactively arrange investment for education.
Regarding other capital sources, the Committee requested clarification of the basis and feasibility of determining the total other legally mobilized capital sources to implement the Program; and increasing the mobilization of other capital sources to reduce pressure on the State budget.
Beneficiaries of the Program are public preschool, general education, vocational education and higher education institutions; children, pupils, students, learners, teachers and educational managers in educational institutions; relevant organizations and individuals of State management agencies on education.
The program will be implemented nationwide for 10 years, from 2026 to 2035, divided into 2 phases:
2026-2030 period: Focus on solving the limitations and challenges arising in the past; implement and complete all or part of a number of key targets requiring support from the State budget set out by 2030 in Resolution No. 71-NQ/TW and related regulations.
Phase 2031-2035: Continue to develop and implement tasks and goals set up to 2035.
