Targeting growth of 11.5 - 12% by 2030
In the 2026 - 2030 period, the city aims for GRDP growth of over 10% per year; by 2030, it strives to reach 11.5 - 12% and budget revenue of 28 - 30 trillion VND.
To achieve the goal, the Department of Finance said it will advise on perfecting institutions and policies to attract investment; improve the business environment; focus public investment capital on projects that create new development space such as highways, airports, seaports, urban axes and heritage preservation and embellishment projects. The city prioritizes promoting large-scale industrial projects, developing the digital economy , forming high-tech zones and Chan May - Lang Co free trade zones, promoting tourism and cultural industries.
After 4 years of implementing Resolution 38, many specific mechanisms such as increasing outstanding loans, increasing import-export revenue, the relic site visit fee mechanism or the Hue Heritage Conservation Fund have been effective. These mechanisms help increase investment resources, upgrade urban infrastructure, improve budget balance and create motivation for tourism, culture, education and specialized healthcare.
In the coming time, the city will continue to review, complete and propose outstanding mechanisms in finance - budget, investment, land, urban development and heritage conservation; at the same time, forming new driving centers such as Chan May - Lang Co Economic Zone, Tam Giang - Cau Hai Lagoon, Bach Ma National Park. The city recommends that the Central Government supplement strong enough mechanisms to create breakthroughs, while extending mechanisms that have proven effective.

Restructuring key tasks for the new phase
At the meeting, delegates said that when key traffic routes such as To Huu extension, Ring Road 2, or coastal routes are completed, Hue will expand its development space, create added value for real estate and improve regional connectivity. The city needs to continue investing in routes along the Huong River, Dap Da, and Con Hen to supplement tourism facilities and enhance the heritage core; at the same time, prioritize resources for projects with spillover effects, adjust planning, raise the foundation and clear the drainage system to reduce flooding.
In the heritage sector, many opinions suggest removing barriers to service exploitation mechanisms in relic complexes; taking advantage of land funds after the arrangement of the 2-level local government model to invest in large-scale cultural and sports institutions, creating a foundation for the cultural industry and sports tourism.
To increase budget revenue, the city needs to exploit investment resources well, mobilize social resources, review urban planning to avoid speculation and abandoned houses; at the same time, decentralize more strongly in tax collection, land auctions and investment attraction to increase initiative.
Some long-standing shortcomings in attracting investment, especially in Chan May - Lang Co Economic Zone and in exploiting heritage economy, are mentioned as not yet completely resolved. The city needs to complete specific mechanisms according to Resolution 38 and propose new mechanisms to effectively exploit Tam Giang - Cau Hai lagoon, in line with the green development orientation.
The biggest “bottleneck” at present is limited resources, so it is necessary to prioritize capital for key projects, especially in Chan May - Lang Co; at the same time, closely follow the progress of projects and programs supported by the Central Government.
Chairman of the City People's Committee Nguyen Khac Toan emphasized the need to strongly restructure key tasks, redesign programs and projects according to major groups of issues, closely following the Resolution of the 17th Congress. Hue will prioritize the development of heritage economy, tourism and cultural industry; promote digital economy, science and technology; create breakthroughs in strategic infrastructure, logistics and regional connectivity; and restructure agricultural space towards green, high-value. The city will also develop a growth scenario for the entire term, updated annually; continue administrative reform, decentralization, delegation of power and attract focused investment.

Build quarterly growth scenarios
Concluding the working session, Secretary of the City Party Committee Nguyen Dinh Trung emphasized the need to create a “revolution” in thinking and implementation methods. The city must soon adjust the master plan according to new requirements, aiming at sustainable growth and urban government model, and at the same time complete specialized plans to ensure synchronization.
The City Party Secretary requested a comprehensive review of administrative procedures, and a decisive handling of the situation of prolonged projects and slow site clearance. The city must minimize procedures within the scope of the law; proactively propose adjustments to contents under the Central authority, and boldly decide on contents under the city authority. Personnel work needs to be deeply decentralized, with more power given to the commune and ward levels.
Secretary of the City Party Committee Nguyen Dinh Trung requested to develop a growth scenario for the entire term, updated annually and quarterly; periodically report to the Standing Committee of the City Party Committee to remove difficulties. The city needs to soon advise on a list of key projects, prioritize resources and create a favorable corridor for implementation; at the same time, establish a Steering Committee for key projects.
The city will resolutely reclaim land for projects that are slow or not put into use; publicize the list of projects that are behind schedule and transfer capital to projects that can be implemented well. At the same time, it is necessary to strengthen discipline, strictly handle officials who avoid and shirk; arrange officials according to their capacity and task requirements.
The City Party Secretary also requested to assess the impact of tax policies in the new term, ensure correct and sufficient collection and prevent revenue loss; allocate public investment capital with focus and key points to maximize efficiency. The city continues to review and propose specific mechanisms associated with the specificity of Hue and Resolution 54; in which, focusing on exploiting the potential of Tam Giang - Cau Hai lagoon. With the contents of Resolution 38, units must prepare carefully from an early stage to proactively, synchronously and effectively implement.
