The working session in early November 2025 at An Tay market of An Cuu ward Public Service Center is a clear demonstration of the urgent need to strengthen state management of traditional markets in An Cuu ward in particular and Hue city in general.

Here, the Center's functional forces inspected the actual situation of business encroachment and illegal parking; at the same time, they drew lines to divide the plots and distributed leaflets to remind traders and people to strictly comply with regulations related to market activities.

Mr. Nguyen Son, Deputy Director of the An Cuu Ward Public Service Center, said that despite frequent reminders from the authorities, a number of small traders still display their goods on sidewalks and public walkways, causing unsightliness and posing a potential risk to traffic safety.

“We hope that when the market management plan is implemented synchronously, each business household will have a clearly defined location, the awareness of small traders will change and the inspection and handling work will also be more convenient and effective,” said Mr. Son.

In fact, many other markets in Hue City also have similar problems: degraded fire prevention and fighting systems, inadequate environmental sanitation, spontaneous market situations (illegible markets, temporary markets) around major markets... These shortcomings require the city to have a comprehensive plan, with a specific roadmap and solutions to tighten management and at the same time improve the market system.

Hue City leaders aim to promote socialization, encourage enterprises and cooperatives to participate in investing, managing and exploiting markets. At the same time, connect enterprises and cooperatives with banks and credit institutions to facilitate access to preferential capital sources for building new markets. According to the plan, in the period of 2021 - 2030, the city strives to renovate, repair and upgrade 69 markets and build 17 new markets, of which 5 new markets will be built at old locations and 12 new markets will be built at new locations.

Towards civilized urban areas and modern commerce

Plan No. 425/KH-UBND dated October 17, 2025 of the People's Committee of Hue City on market development and management for the period 2026 - 2030 has identified four important pillars. These are: reviewing and classifying markets according to the criteria of type 1, 2, 3 markets and rural markets; making detailed plans for markets that need to be upgraded or newly built; standardizing criteria on area, fire protection system, drainage, goods preservation, product line arrangement and perfecting the market system towards civilization, safety and modernity.

Cong Market on Ba Trieu Street (near Vy Da Bridge) is a traffic congestion point, especially during rush hour, and is one of 12 markets that will be newly built at other locations. The total investment for the market is expected to be 55 billion VND from the state budget and other legal sources. After the new construction, Cong Market will be upgraded from a class 2 market to a class 1 market.

Ms. Nguyen Thi Hue, a pork trader at Cong market, shared: “People have heard about the market relocation for a long time and are looking forward to stability soon. Currently, Cong market is low-lying and shabby, greatly affecting the trading activities of traders and people.”

According to the plan, the first and second class markets such as Dong Ba, An Cuu, Ben Ngu, etc. will be oriented to change the management model, attract investment enterprises in a civilized and synchronous direction, approaching the commercial center model. "One of the highlights of Plan 425 is to promote socialization. The city has reviewed potential markets to include in the list of calling for investment such as An Cuu, Ben Ngu, An Hoa, etc. The market management model switching to enterprises or cooperatives will be more suitable to the current reality", said Phan Quy Phuong, member of the Standing Committee of the City Party Committee, Vice Chairman of the People's Committee of Hue City.

Immediately after Plan 425 was announced, many localities took the initiative to take action. In addition to establishing permanent teams to inspect markets during rush hours, communes and wards in Hue City also coordinated with the police and local security forces to strictly handle illegal parking around the market area.

Small trader Le Thi Hien, who sells groceries and cosmetics at Vy Da market, said: “If the market is upgraded, the product lines are arranged reasonably and violations are strictly handled, the trading environment will improve significantly. We are very supportive.”

According to Plan No. 425/KH-UBND dated October 17, 2025, in 2026, the city will review all 32 markets to update current records and develop investment plans according to priority levels. In the 2027-2028 period, upgrade infrastructure of key markets and pilot new management models in 3-5 eligible markets. In the 2029-2030 period, summarize the pilot model, replicate it throughout the area and complete the market management database using digital technology .
