New Chairman of Hue City gives new directions on growth and special mechanisms

New Chairman of Hue City Nguyen Khac Toan directed departments and branches on solutions for GRDP growth and special mechanisms. This was also the first meeting with departments and branches of the new Chairman of Hue City People's Committee in the heritage city.

On the afternoon of November 24, Mr. Nguyen Khac Toan, the new Chairman of the People's Committee of Hue City, chaired a meeting on the city's growth resources for the 2025-2030 term and the implementation of the Government's Resolution on a special mechanism for Hue City, a heritage city under the Central Government. This was the first meeting with departments, branches and sectors when he was elected by the People's Council of Hue City to hold the position of Chairman of the People's Committee of Hue City.

At the meeting, Director of the Department of Finance La Phuc Thanh reported that the GRDP growth rate in the first 9 months of Hue City is estimated at 9.06% over the same period (higher than the same period's growth rate of 7.34%). This is the highest growth rate ever and for the first time entered the top 10 nationwide. According to the plan, the GRDP growth rate for the whole year of 2025 is expected to reach 10% or more.

Regarding the assessment of the 2021 - 2025 period, GRDP grew by an average of 7.54%, achieving the target of the Congress Resolution.

After listening to the opinions of the departments and branches, Chairman of Hue City People's Committee Nguyen Khac Toan agreed with the growth scenario presented by the Department of Finance, but emphasized that the spirit is to stick to the grassroots, share with people, businesses and investors to work together to overcome difficulties.

"Departments, branches, sectors and localities must make efforts to focus on managing units, sectors and fields to promote the completion of assigned tasks. In addition, they must coordinate with the City Statistics Office in collecting information, implementing statistical reporting regimes, and sharing statistical information to create consistency in data when publishing, disseminating and using according to regulations," Chairman of Hue City People's Committee Nguyen Khac Toan requested.

Mr. Nguyen Khac Toan assigned the Department of Finance to preside over and coordinate with relevant departments, branches and localities to continue monitoring, urging and advising the People's Committee of Hue City to focus on implementing drastic and synchronous solutions to promote disbursement of public investment capital; develop weekly and monthly plans to urge units to ensure disbursement by the end of 2025 reaches 100% of the plan.

Promote the operational efficiency of the 4 Working Groups for monitoring and managing investment projects to direct, urge, inspect, supervise, and handle problems to speed up the implementation of non-budget projects and disbursement of public investment capital. Speed ​​up the implementation of resettlement and cemetery projects to serve the site clearance work of the North-South High-Speed ​​Railway project.

Regarding the task of ensuring double-digit growth for the period 2026 - 2030, Mr. Nguyen Khac Toan requested departments, branches and localities to proactively develop annual and periodical plans for the implementation of programs, projects and proposals in the appendix issued with the action program in the assigned field; at the same time, coordinate with the Department of Finance to advise the City People's Committee to develop a plan to implement the above action program; in which: propose each specific task, clearly specifying the person, the work, the time and the results to serve as a basis for assessing the level of task completion of the unit's leaders, of the unit annually and for the entire term.

Regarding the implementation of the Government 's Resolution on special mechanisms, the Chairman of the City People's Committee requested departments and branches to continue proposing policies commensurate with the city's role and position in the new development stage.

At the same time, it is noted that specialized agencies need to research and propose additional specific mechanisms for heritage cities, promote investment in cultural industries, and develop new policies for Chan May - Lang Co Economic Zone to maximize growth potential.

The Chairman of the Hue City People's Committee emphasized the need to further specify proposals on specific mechanisms and policies; ensuring that agencies and units complete dossiers, reports and submit them to competent authorities on schedule.
