The team consists of 7 members, led by Dr. Pham Quoc Dung, Vice Principal.
The remaining members include: Prof. Dr. Ngo Minh Xuan, Chairman of the Science and Training Council; Assoc. Prof. Dr. Ngo Minh Vinh, Deputy Head of the Department of Scientific Research; Assoc. Prof. Dr. Huynh Quang Huy, Editor-in-Chief of Pham Ngoc Thach Journal of Medicine and Pharmacy; Dr. Ngo Thi Thuy Dung, lecturer of the Department of Postgraduate Training Management; Dr. Nguyen Tuan Vu, Deputy Head of the Department of Internal Medicine, Faculty of Medicine; MSc. Nguyen Thi Hang, lecturer of the Department of Inspection and Legal Affairs.
The working group is tasked with reviewing the contents related to Article 8 of Law No. 93 - Law on Science, Technology and Innovation 2025; Articles 4 and 6 of Decree 262/2025/ND-CP, to ensure compliance with regulations on scientific integrity in research and training activities.

Recently, at Pham Ngoc Thach University of Medicine, there have been many incidents that have attracted public attention. First, candidate Au Nhat Huy (24 years old, son of Associate Professor, Doctor, Doctor Tran Thi Khanh Tuong), graduated from Tan Tao University, was admitted to the doctorate program in Internal Medicine with the second highest score.
According to the application, candidate Huy has 8 scientific articles, including 5 published domestically and 3 internationally in the Scopus category. Initially, the school calculated 11 points for research experience, but according to regulations, the maximum is only 10 points.
However, one of the international papers submitted by the candidate was withdrawn from the journal (Chronic Obstr Pulm Dis. 2025 Jul 25;12(4):294-303). As a result, the research experience score dropped to 9.5, bringing the overall average score down to 88.3. The admissions committee unanimously adjusted the score, but the candidate's admission result remained unchanged.
In addition to the above incident, recently, the Vietnam - Germany Medical Program, implemented by Pham Ngoc Thach University of Medicine in cooperation with Johannes Gutenberg University Mainz (Germany), since 2013, was abruptly stopped by Germany. The reason given by Germany is that the IMPP Institute (Germany's Medical and Pharmaceutical Examination Institute) stopped providing the national M2 exam after 2027; the parallel training model can no longer maintain equivalence with the German medical system; along with budget cuts in the state of Rheinland-Pfalz and the policy of reviewing international programs of German public universities.
Currently, the school has proposed solutions to help students who are not yet studying the Vietnamese - German Medical program, including sending students to Germany to take the M2 - Hammerexamen exam at the end of the 5th year for 3 consecutive days.
