From standardization to team enhancement

On October 30, in Hanoi, the Ministry of Education and Training held a conference to review the Project on training and fostering teachers and preschool education managers for the period 2018-2025.

After 7 years of implementation, the Project on training and fostering teachers and preschool education managers for the period 2018-2025 has achieved many outstanding results: Nearly 100% of preschool teachers have met the standard qualifications according to the 2019 Education Law; more than 110,000 cadres and teachers have been trained; 350 source lecturers and 1,200 core teachers have been formed nationwide. These results demonstrate the continuous efforts of the entire sector in standardizing the team and improving the quality of education at the foundation level.

Speaking at the conference, Deputy Minister of Education and Training Pham Ngoc Thuong emphasized that preschool education is a special level of education, playing a fundamental role in shaping human personality and intelligence. Training and fostering preschool teachers is an inevitable requirement, not only to meet qualification standards but also to ensure quality and sustainable development of the education system. According to the Deputy Minister, the results of the project are not just statistics, but a shift in the thinking and awareness of the entire sector about the position of preschool education. When teachers are given due attention and have the opportunity to learn for life, all innovation goals are feasible.

From local practice, Ms. Nguyen Thi Phuong Thuy, Vice Principal of Dien Bien Pedagogical College, said that in the period of 2018-2025, the school organized professional title training for more than 2,500 teachers and regular training for nearly 17,000. The programs are diversified, combining theoretical training with practice, focusing on vocational skills training and technology application, helping teachers to be more confident in class. Director of the Department of Teachers and Educational Managers Vu Minh Duc ( Ministry of Education and Training ) also assessed that the training work in the recent period has created a clear change in both expertise, management capacity and the ability to adapt to innovation in the digital transformation period.

Along with the standardization process, digital transformation has become a highlight of the project. Many localities such as Ho Chi Minh City, Hai Phong, Vinh Long have strongly deployed online training models, electronic management and digital learning materials application. Representative of Ho Chi Minh City, Ms. Le Thi Thuy Chau, Deputy Director of the Department of Education and Training, proposed that the Ministry soon issue digital competency standards for preschool teachers and managers; at the same time, build a national digital learning materials warehouse for common use at this level. From the perspective of pedagogical training, Associate Professor, Dr. Bui Thi Lam, Head of the Faculty of Preschool Education, Hanoi National University of Education, proposed to build a separate professional development program for each group of lecturers, ensuring flexibility, efficiency and suitability to the requirements of educational innovation.

Deputy Minister Pham Ngoc Thuong affirmed that training is an important task, and fostering is a regular task. He asked training institutions to continue reviewing and updating programs, assessing quality, and closely linking fostering with practice. The goal of standardization, according to the Deputy Minister, is not only to upgrade qualifications, but more importantly, to help preschool teachers become professional, confident, and able to adapt in the digital age.

The report at the conference also pointed out that, in addition to the achieved results, the education sector still faces many challenges: The whole country is still short of more than 25,000 preschool teachers, mainly in remote areas; remuneration and working conditions are not really guaranteed. The representative of the Department of Education and Training of Quang Tri province proposed that there should be a more stable and flexible financial mechanism for training, especially supporting teachers in difficult areas; at the same time, it is recommended to have a specific roadmap on salaries, allowances and job positions for caregivers in preschools.

Receiving the opinions, Deputy Minister Pham Ngoc Thuong emphasized that the requirements for preschool teachers in the coming time will be increasingly higher. In the process of fundamental and comprehensive innovation in education and training, preschool teachers cannot stand outside. They need to be raised in terms of qualifications, capacity and social status. When the capacity of teachers is raised, the beneficiaries are children - the future citizens of the country.

Closing the 7-year journey, the Project on training and fostering teachers and preschool education managers for the period 2018-2025 has contributed to changing the appearance of Vietnam's preschool teachers: Younger, more confident, more professional. More importantly, it is a strong change in social awareness about the role of preschool teachers - those who are silently "building the foundation" for the country's future from the first classes.
