The Ministry of Finance has recently issued a document requesting the People's Committees of provinces and centrally-administered cities to strengthen the management of the operations of lottery companies and lottery supervisory councils.
The document was sent after Department 2 of the Supreme People's Procuracy sent a letter to the Ministry of Finance requesting the application of measures to prevent crimes and violations of the law related to the organization of lottery draws and the business operations of lottery companies.
Accordingly, the Supreme People's Procuratorate provided information on two separate cases in which individuals broke into lottery companies, tampered with the lottery balls, and falsified the results to facilitate illegal gambling activities.
"The reason for the aforementioned violations of the law is that the supervision and periodic inspection of the lottery drawing equipment by the lottery supervisory board and the lottery company have not been strict and in accordance with regulations. Management and security have not been ensured, leading to individuals exploiting loopholes to commit violations, breaking into lottery drawing rooms to alter the weight of the balls."
"Coordination with relevant agencies when detecting signs of legal violations is still not tight enough; the handling and prevention of violations are not timely," the document from the Supreme People's Procuratorate stated.
According to the Ministry of Finance, Government Decree No. 30/2007 and Ministry of Finance Circular No. 75/2013 have fully and specifically stipulated the conditions of the lottery ball, the process of managing the ball, the process of organizing the lottery draw, and the supervision work of the lottery supervisory council over lottery business activities.
Therefore, the Ministry of Finance requests the People's Committees of provinces and centrally-administered cities to strengthen management of the operations of lottery companies and the activities of the lottery supervisory council to promptly detect, prevent, and rectify loopholes at lottery companies.
In addition, the directive instructs lottery companies to strengthen inspection and supervision, and implement various protective measures to ensure the safety of assets and the transparency of the lottery draw process.
"Upon detecting any signs of violations in the organization of lottery draws, promptly coordinate with relevant agencies to clarify the cause of the violation and handle it according to the law," the Ministry of Finance emphasized.
