Pham Ngoc Thach University of Medicine informs about the Scientific Integrity Working Group

On the morning of November 5, Pham Ngoc Thach University of Medicine held the opening ceremony for the 2025 postgraduate program. This year, the school has 1,169 students and postgraduates admitted out of a total of more than 3,200 candidates. Of these, there are 661 level I specialist students, 199 level II specialist students, 111 resident medical students, 173 master's students and 25 doctoral students.

At the program, the school honored 12 top students in the 2025 postgraduate entrance exam in various training majors/specialties. To date, the school has trained 23 primary specialized majors, 19 secondary specialized majors, 11 resident medical majors, 12 master's majors and 4 doctoral majors.

Anonymous complaint letter is not eligible for processing

Within the framework of the 2025 post-graduate opening ceremony, the leaders of Pham Ngoc Thach University of Medicine exchanged information with the press about a number of the school's activities, especially emphasizing issues of public concern regarding the school's training and scientific research in recent times.

Associate Professor, Doctor, Doctor Nguyen Trong Hao, Chairman of the Board of Pham Ngoc Thach University of Medicine, said that on October 20, the school received an email accusing some individuals of research fraud and violating scientific integrity. On October 22, the school sent an email inviting the accuser to come to the school to provide more information, documents and evidence, but the accuser did not come.

Pursuant to Article 25 of the 2018 Law on Denunciations regulating the reception and processing of information containing denunciations and Circular 05/2021/TT-TTCP dated October 1, 2021 of the Government Inspectorate regulating the process of handling complaints, denunciations, petitions and reflections, the above-mentioned denunciation email is anonymous and therefore does not meet the conditions for processing according to regulations.

However, the school leadership believes that because the content of the accusation is related to specific events and individuals within the school, the school should proactively review and verify the above accusations. The goal is to ensure that training and scientific research activities in the school comply with the principles of scientific integrity and legal regulations.

Regulations on scientific integrity will be issued.

Currently, the school has drafted regulations on scientific integrity and is seeking opinions from units within the school to issue them in the near future.

Regarding the Scientific Integrity Working Group, Dr. Pham Quoc Dung, Vice Principal of Pham Ngoc Thach University of Medicine, shared that this is a professional working group on scientific integrity in the recent postgraduate entrance exam. This is due to the fact that there is a lot of information related to this issue on the internet, including information about candidates and a person from the school. The group conducts professional verification to serve the school's management activities.

Dr. Pham Quoc Dung added that the working principles of the group are objective and honest based on international practices and the school's anti-plagiarism regulations. The group builds a working program within 30 days.

Also according to information from the leaders of Pham Ngoc Thach University of Medicine, among the members of the Scientific Integrity Working Group, there was only one case of change due to personal reasons.
