According to the special correspondent of Vietnam News Agency, on the afternoon of August 31, in Tianjin (China), during the program of attending the Shanghai Cooperation Organization (SCO) Summit 2025 and working in China, Prime Minister Pham Minh Chinh met with General Secretary and President of China Xi Jinping.
At the meeting, Prime Minister Pham Minh Chinh respectfully conveyed the warm regards and best wishes of General Secretary To Lam, President Luong Cuong and other Vietnamese leaders to General Secretary and President of China Xi Jinping and other Chinese leaders; thanked China for sending a high-ranking delegation and military personnel to attend the ceremony to celebrate the 50th anniversary of the Liberation of the South, National Reunification and the 80th anniversary of Vietnam's National Day.
Prime Minister Pham Minh Chinh congratulated China, under the leadership of the Central Committee of the Communist Party of China with Comrade Xi Jinping as the “core”, on continuing to achieve many development achievements, being the leading driving force for world economic growth, and contributing intelligence and solutions to many urgent global issues.
Appreciating the theme of this year's SCO Summit, Prime Minister Pham Minh Chinh affirmed that Vietnam is ready to coordinate with China and other countries to implement multilateralism, promote sustainable development, and contribute to solving major international and regional issues.
General Secretary and President of China Xi Jinping welcomed Prime Minister Pham Minh Chinh leading the Vietnamese delegation to attend the SCO Summit; demonstrating Vietnam's high regard for the development of Vietnam-China relations and active support for conferences organized by China.
General Secretary and President of China Xi Jinping sent his warm regards to General Secretary To Lam and other Vietnamese leaders; and warmly congratulated the Party, State and people of Vietnam on the occasion of the 80th anniversary of the August Revolution and National Day on September 2.
Prime Minister Pham Minh Chinh happily reviewed the six positive development achievements of the bilateral relationship in recent times; strategic exchanges and trust have been strengthened; security-defense cooperation has been more substantive; strategic connectivity between the two economies has been more strongly implemented, especially railway and aviation connectivity; economic-trade-investment cooperation has grown strongly, industry and supply chain linkages have been more closely linked; and the social foundation has been more firmly consolidated.

Prime Minister Pham Minh Chinh affirmed that Vietnam consistently considers developing relations with China an objective requirement, a natural strategic choice and a top priority in foreign policy; is ready to continue to effectively implement the common perception between the two General Secretaries with China; and turn strategic orientations in the relationship into vivid reality, bringing practical benefits to the people of the two countries.
The two sides agreed to strongly promote the relationship between the two Parties and countries in the direction of 6 more, increase strategic exchanges, implement comprehensive cooperation in all fields, connect the two economies, especially railways, and enhance cooperation in science and technology and innovation.
Prime Minister Pham Minh Chinh suggested that the two sides maintain exchanges and contacts in a flexible manner between the two General Secretaries, and more substantially implement the pillars of defense and security cooperation.
In particular, urgently organize the first meeting of the Vietnam-China Joint Railway Cooperation Committee, put Vietnam on the priority list in the Asia-Pacific regional cooperation on railway industry development; accelerate the completion of the Feasibility Report and initiate negotiations on the Framework Agreement on preferential loans for projects; provide aid to train railway human resources, helping Vietnam develop the Railway Industrial Complex.
Prime Minister Pham Minh Chinh proposed that China further expand the import of high-quality agricultural products from Vietnam; soon sign protocols on quarantine for grapefruit, exploited aquatic products, and meat products from Vietnam; soon approve the list of applications for durian growing area codes; expand the smart border gate model; and negotiate a model for building a cross-border economic cooperation zone.
Prime Minister Pham Minh Chinh hopes that the two sides will strengthen comprehensive energy cooperation, including clean energy and electricity trading. These include increasing the capacity and output of electricity exported to Vietnam; soon signing a Memorandum of Understanding on enhancing Vietnam-China electricity connectivity; and implementing electricity trading at the 500 KV voltage level.
The head of the Vietnamese Government proposed promoting more substantive cooperation in science, technology, innovation, and digital transformation. In particular, China supports Vietnam in technology transfer, institution building, infrastructure, especially in technology services, e-commerce, and Artificial Intelligence (AI) development for the fields of education, health, transportation, and agriculture; directs Tsinghua University to deploy AI PhD scholarships for Vietnam; and provides Vietnam with a large-scale human resource training program in key fields such as AI, semiconductors, quantum, low-altitude satellites, etc.
Prime Minister Pham Minh Chinh also suggested that the two sides effectively implement the Vietnam-China Humanitarian Exchange Year, the “Red Journey” for the youth of the two countries, negotiate visa exemptions, and increase commercial flights between localities.
Appreciating Prime Minister Pham Minh Chinh's cooperation proposals and positive contributions to Vietnam-China relations in recent times, General Secretary and President of China Xi Jinping affirmed that China supports Vietnam in successfully organizing the 14th National Congress of the Party and successfully taking steps on the path of socialism.

General Secretary and President of China Xi Jinping suggested that the two sides step up strategic exchanges at high and all levels; promote substantive cooperation to achieve many specific results; well organize the 17th Meeting of the Steering Committee for Vietnam-China Bilateral Cooperation and the 3+3 Strategic Dialogue between the three Ministries of Foreign Affairs, National Defense, and Public Security in 2025.
General Secretary and President of China Xi Jinping suggested focusing on connecting development strategies, transport infrastructure, especially railways; agreed to soon organize the First Meeting of the Joint Railway Cooperation Committee, firmly promote the Feasibility Study Report of the Lao Cai-Hanoi-Hai Phong railway construction project, actively study cooperation in capital mobilization, loans, and railway human resource training; accelerate the construction of smart border gates and cross-border economic cooperation zones.
General Secretary and President of China Xi Jinping wishes to well organize activities to celebrate the 75th anniversary of the establishment of diplomatic relations and the "Red Journey" to study and research in China for Vietnamese youth.
The two sides had a sincere and frank exchange on maritime issues, agreeing to continue to seriously implement the common perception of the two countries' top leaders on better controlling and resolving disagreements, creating and maintaining a peaceful, cooperative and developing environment in the region./.
