At the regular Government press conference in November held on the afternoon of December 6, representatives of ministries and branches informed about many contents of public interest, including solutions to support localities and people after recent historic natural disasters and floods.

Many localities suffered "historic" damage
Deputy Minister of Finance Nguyen Duc Chi said that recently, a series of provinces in the North and South Central regions have been hit by consecutive storms and floods, with some places suffering “huge, historic” damage. Natural disasters have caused heavy losses in terms of property, economy and human life, negatively impacting the GDP growth of localities and the overall growth of the country in the fourth quarter and the whole year.
According to Mr. Chi, the Government has carefully considered and decided to allocate more than 6.8 trillion VND from the 2025 central budget to support localities in overcoming consequences and ensuring emergency resources.
The Ministry of Finance said that the current legal system has fully regulated the mechanism for tax exemption, reduction and extension for organizations, businesses and individuals affected by natural disasters. For example, the Law on Tax Administration will allow for tax payment extension in cases of damage caused by natural disasters and force majeure events; the Law on Corporate Income Tax allows calculating the cost of damage caused by natural disasters into valid expenses; the Law on Personal Income Tax and the Law on Natural Resources Tax also have similar regulations.
The Ministry of Finance has provided detailed instructions for localities, businesses and people to understand and ensure access to policies. At the same time, the Ministry also requested insurance companies to urgently coordinate in assessing and compensating for damages, helping people and businesses to soon have financial resources to restore production.
The Ministry of Finance will continue to coordinate with the Ministry of Agriculture and Environment and localities to both urgently handle the consequences and develop long-term financial solutions to improve resilience to future natural disasters.
Interest rate reduction for 3 million policy customers
Deputy Governor of the State Bank of Vietnam (SBV) Pham Thanh Ha said that since July 2025, storms and floods have affected about 250,000 customers, with a total outstanding debt of nearly VND60,000 billion.
Implementing the direction of the Government and the Prime Minister, the State Bank has continuously issued instructions with the spirit of "determination and timeliness", requiring credit institutions to review customers' debt repayment capacity to have support measures.
As a result, credit institutions have: Restructured debt repayment terms for many customers; Reduced interest rates by 0.5 - 2%/year for 3-6 months for nearly 24,000 customers, with outstanding debt of about 14,000 billion VND.
Implementing the 70,000 billion VND loan package to restore production after the storm, nearly 1,500 billion VND has been disbursed to about 6,500 customers, of which 600 billion VND has been disbursed to about 4,000 customers in the agriculture - forestry - fishery sector alone.
Regarding the Vietnam Bank for Social Policies, on December 4, 2025, the Prime Minister signed Decision 2654/QD-TTg, reducing the lending interest rate by 2%/year for 3 months (from October to December 2025) for about 3 million customers affected by storms and floods in 22 provinces and cities, with an expected interest rate support amount of more than VND 1,100 billion.
Regarding the damage caused by storm No. 13 in Gia Lai, Dak Lak, Lam Dong and Khanh Hoa, the Social Policy Bank is urgently completing procedures to submit to the Prime Minister for consideration to continue reducing interest rates by 2%/year for 3 months, expected to apply to nearly 1 million customers, with total support of about 300 billion VND.
