At the recent Tenth Session of the 15th National Assembly, the National Assembly passed a Resolution on a number of special and outstanding mechanisms and policies to achieve breakthroughs in education and training development. One of the notable contents of the resolution is that the National Assembly assigns the Minister of Education and Training to decide on a set of general education textbooks to be used uniformly nationwide, to be implemented from the 2026-2027 school year.

The issue of textbooks has repeatedly become a hot topic in the National Assembly forum and in sessions of the National Assembly Standing Committee. The National Assembly Standing Committee has also conducted thematic oversight and issued resolutions on this matter: the compilation, experimentation, and evaluation of textbooks still have many shortcomings, and the State's responsibilities, especially in managing and regulating textbook prices, have not been fully fulfilled. Regulations on textbook selection are not strict enough, leading to inconsistent implementation methods across localities; creating loopholes for profiteering and unfair competition. The short selection period and the large number of textbook drafts (especially at the primary school level) make it difficult for teachers to research and propose choices…

In reality, the high cost of textbooks and the fact that different places use different sets of books makes reuse difficult, resulting in additional costs for society and parents.

To create a breakthrough in the development of education and training, as well as to overcome the shortcomings from the practical implementation of the textbook program, the Politburo issued Resolution No. 71-NQ/TW (dated August 22, 2025), which clearly states: “Review and evaluate the implementation of the general education program; ensure the provision of a unified set of textbooks nationwide, striving to provide free textbooks for all students by 2030.” Subsequently, the Government issued Resolution No. 281/NQ-CP on the Action Program to implement Resolution No. 71-NQ/TW.

And at the recent Tenth Session, the issue of a unified national set of general education textbooks was clearly defined by the National Assembly in Resolution No. 248/2025/QH15 on some specific and superior mechanisms and policies to achieve breakthroughs in education and training development.

In order to promptly implement the Resolutions of the Politburo, the National Assembly, and the Government, on December 26th, the Minister of Education and Training, Nguyen Kim Son, issued a Decision on the unified national textbook set for general education. Accordingly, the Ministry decided to select the textbook set "Connecting Knowledge with Life" published by the Education Publishing House as the unified national textbook set for use starting from the 2026-2027 school year.

According to assessments, this set of textbooks stands out for its comprehensive and synchronized coverage of all subjects and educational activities across all three levels of education; its scientific and pedagogical quality has been affirmed through practice and is widely used in all 34 provinces/cities. Furthermore, the use of this set of textbooks minimizes the impact on teachers, students, and parents because it is the most stable and widely used set, and teachers are familiar with its methods and lesson structure.

It is clear that there are many benefits to using a unified set of textbooks nationwide. This will help reduce the fragmentation of learning materials, facilitating teaching and learning. Teacher training and professional development will be more standardized, cost-effective, and efficient thanks to the content being focused on a single set of textbooks.

And one thing that is readily apparent is that, for students, a unified set of textbooks will help ensure equal access to knowledge for students in all regions, reducing disparities in learning content between localities. In addition, using a unified set of textbooks will significantly reduce social costs for purchasing and replacing books annually; people, especially in disadvantaged areas, will benefit from policies supporting and providing free textbooks.

The decision to use a unified set of textbooks will help stabilize national educational materials policy and reduce the financial burden of textbooks on the public and society. This important decision has received strong support from society, including teachers, parents, and students.
