According to statistics, from 2021-2024, the province had 8,126 youth-led economic models, 5,830 individual business households, 6 cooperative groups, 10 cooperatives, and 2,760 enterprises. Of these, youth unions at all levels supported the establishment of 2,443 individual business households, 2 cooperative groups, 4 cooperatives, and 698 enterprises. To achieve these results, Thanh Hoa province has implemented many mechanisms, policies, and laws to create favorable conditions for young people to participate in entrepreneurship and business development, making a positive contribution to the province's socio-economic development.

Startup policies and laws – creating conditions for the younger generation to develop their abilities and creativity. With the idea of ​​producing forged knives from stainless steel, the Tan Loc Tai forging workshop of young man Pham Van Tien in Tien Loc commune (Hau Loc district) has provided stable employment for dozens of workers.

"Giving wings" to young entrepreneurs

Specifically, the province has implemented many comprehensive solutions to support and promote entrepreneurship among young people, such as: Publicly disclosing and ensuring transparency in planning, mechanisms, and policies supporting entrepreneurship in each specific industry and sector, especially those sectors, areas, and localities that the province encourages development and export, in order to create a proactive and responsible approach for businesses and investors. Simultaneously, simplifying regulations to facilitate business registration, market entry, and business operations. Facilitating access to land and production space in localities through the formation of concentrated industrial zones and clusters.

The Provincial People's Committee also issued Plan No. 19/KH-UBND, dated February 3, 2023, on supporting Thanh Hoa youth in starting businesses during the 2023-2030 period; and Decision No. 3815-QĐ/UBND dated October 4, 2016, approving the "Preferential Credit Program to Support Youth Entrepreneurship" project, with a total budget of 100 billion VND. As of June 2024, 71 billion VND had been disbursed to 27 district-level units for 958 startup projects and economic development models in localities, creating stable jobs for 2,000 workers.

In addition, the province has facilitated access to financial resources from banks, youth support funds, and credit institutions to help startup projects develop. To date, loan capital from the Policy Bank, managed by the Youth Union, has increased to 1,610 billion VND, providing loans to over 22,000 households for economic development. Regarding loan capital from the National Employment Fund, managed by the Central Youth Union, the Provincial Youth Union is currently managing billions of VND, providing loans to over 20 youth projects for economic expansion and development, creating jobs for nearly 200 workers.

Furthermore, the Provincial Youth Union directed the development of "Pioneering Youth Union Branch Secretaries in Entrepreneurship" models, thereby guiding local youth to follow suit; it directed each district, town, and city Youth Union to select and focus resources on supporting the establishment of 5 new "Pioneering Youth Union Branch Secretaries in Entrepreneurship" models in their localities each year and organize at least one training course on transferring advanced scientific and technical knowledge in production, livestock farming, crop cultivation, or business startup for Youth Union branch secretaries in their areas; the Standing Committee of the Provincial Youth Union coordinated with Thanh Hoa Medical Equipment and Supplies Joint Stock Company to implement the "Interest-Free Loan Support Model for Youth Union Branch Secretaries in Residential Areas to Develop the Economy," with an initial capital of 500 million VND from 2019 and expected additional capital in subsequent years. This initial capital has supported 12 Youth Union branch secretaries in developing their businesses, initially achieving positive results and creating a good effect on the entrepreneurship and business establishment movement in localities.

The Provincial People's Committee has also encouraged the mobilization of legal financial resources to supplement the fund for talent training, manager training, and business development research. It has also improved legal regulations and policies for businesses, established a human resource development fund, continued to effectively implement the human resource training assistance program, and diversified business support activities. The province organized 47 professional training courses for youth union officials, members, and young people. At the district and commune levels, 225 training courses were organized to disseminate policies and transfer production techniques to young people. In particular, the Provincial People's Committee requested competent authorities to issue legal regulations to improve the professional skills and ethics of inspection and auditing officials; and to strictly handle and put an end to the abuse of inspection and auditing activities to harass businesses...

Creating multiple economic development models

Based on the specific solutions mentioned above, many exemplary models of youth entrepreneurship are being replicated, creating motivation for young entrepreneurs to learn from and emulate.

For example, in 2020, Ms. Luong Thi Luc's family in Son Dien commune (Quan Son district) received a 100 million VND loan from the Youth Startup Fund. She and her husband then developed a model for raising commercial salmon and sturgeon. To successfully raise these new fish species, she visited dozens of fish farms nationwide to learn from their experience, methods, and techniques. After much effort, she successfully raised sturgeon and salmon in Quan Son. Currently, in addition to commercial fish, her facility also produces fish fry for sale to Hai Phong, Lao Cai, Quang Ninh, etc., bringing the total revenue to 2.5 billion VND per year, creating jobs for 5 permanent and 5 seasonal workers with an income of 5 million VND per person per month.

Similar to Ms. Luc's family, over the years, many youth-led startup models have received support from the State through the Provincial Youth Union or loans from credit institutions, yielding encouraging results. Examples include: the pineapple and cucumber processing project of Trung Thanh Agricultural Products Processing Joint Stock Company (Nong Cong), which received a loan of 1 billion VND, creating jobs for 32 workers and 40 new jobs; the electronics, refrigeration, and paint business project of Mr. Trinh Xuan Hung (Thuong Xuan), which received a loan of 400 million VND, creating jobs for 8 workers; and the pig and fish farming and clean food processing project of Mr. Nguyen Hoai Chau (Hau Loc), which received a loan of 350 million VND, creating jobs for 7 workers.

It is evident that the effective implementation of policies and laws on youth entrepreneurship in the province has become a crucial leverage, unleashing the energy, intellect, and innovative spirit of young people. This not only contributes to socio-economic development but also creates a foundation for a generation of young entrepreneurs capable of competitive and sustainable development; strongly fostering the spirit of innovation, creativity, and the will to establish themselves and their careers among young people, especially youth union members in disadvantaged areas, who have boldly realized their entrepreneurial ideas, from green farm models and high-tech agricultural production to community tourism and service development, not only helping young people improve their lives but also creating jobs for the community.
