Waiting for the activation of major transportation infrastructure projects.

Many transportation infrastructure projects scheduled to commence on December 19, 2025, are projects with a significant ripple effect, creating opportunities for many localities to expand their development potential over the next 5-10 years.

Intensify the preparation work.

Exactly two days after signing the decision approving the project and designating the investor, the Ministry of Construction issued a document to Project Management Board 7 and the consortium of investors led by Deo Ca Group Joint Stock Company, requesting them to urgently complete the procedures to commence the Ho Chi Minh City - Trung Luong - My Thuan Expressway Expansion Project under the PPP method. As one of the key transportation projects with the largest capital investment, chosen to commence on December 19th, the project will create a major impetus for the socio-economic development of the Mekong Delta.

Upon completion of the upgrade in 2028, the expressway will have 6-8 lanes, a design speed of up to 120 km/h, and a greater traffic capacity. This will definitively resolve the long-standing traffic bottleneck on the transport corridor from Ho Chi Minh City and the seaports of the Southeast region to Can Tho City , shortening transportation time and significantly reducing logistics costs for agricultural and aquatic products, which are key commodities of the region.

"The project also contributes to expanding urban, industrial, and service development spaces, creating a foundation for sustainable development for the entire Mekong Delta region in the context of increasing climate change," said Mr. Bui Xuan Dung, Deputy Minister of Construction.

It is understood that, with an investment capital of up to VND 36,172.41 billion, many clauses of the contract involve multiple parties and have an impact period of nearly 20 years. Therefore, completing the negotiation and signing of the contract within 2 weeks was a huge challenge for the consortium of investors and representatives of the competent state agencies.

According to a representative of Deo Ca Group, in order to meet the project's commencement deadline of December 19, 2025, as required by the Prime Minister , the investor had to "rush and queue at the same time," simultaneously completing the procedures for establishing the project company according to regulations, finalizing the arrangement of equity capital and raising loan capital, and assigning personnel to participate in the contract negotiation process.

"However, with our extensive experience and as investors who have pursued the project since the initial investment proposal stage, we will complete all procedures in accordance with the law, ensuring the required progress, as well as the ceremonial arrangements and logistics for the groundbreaking ceremony to be conducted in a solemn and meticulous manner," a representative of Deo Ca Group stated.

Not only at the aforementioned project, but the atmosphere of urgency and haste in preparation for the groundbreaking ceremony, which will take place in more than two weeks, is also evident at the Ministry of Construction and many of its affiliated investors. Accordingly, for more than two months now, the Special Working Group serving the groundbreaking ceremony of the Lao Cai - Hanoi - Hai Phong railway project, with a total investment of VND 203,231 billion, headed by Deputy Minister of Construction Nguyen Danh Huy, has been working 24/7, even until 8 or 9 PM, to meet the deadline.

The pressure is immense, as the project has been approved in principle by the National Assembly with the goal of building a new, modern, and integrated railway line to meet domestic and international transport needs between Vietnam and China. The early commencement of the project will contribute significantly to rapid and sustainable socio-economic development, leveraging the advantages of the Lao Cai - Hanoi - Hai Phong economic corridor; ensuring effective connectivity between domestic and international railway networks, while also guaranteeing national defense, security, and international integration; protecting the environment and responding to climate change; and promoting the country's industrialization and modernization process.

Therefore, in addition to fanning out to the provinces and cities through which the route passes to accurately determine the route, station construction locations, and station plaza architecture; and accelerating land clearance at the 5 selected sites for commencement…, the Working Group also had to coordinate closely with the consulting unit to quickly complete the field survey work and begin preparing the Project's Feasibility Study Report.

With only 10 months to complete investment preparation from the date the National Assembly issued Resolution No. 187/2025/QH15 on February 19, 2025, approving the investment policy for the project, the spirit of "speed" and "completing each task before moving on" was thoroughly understood by the units involved in the construction of the Lao Cai - Hanoi - Hai Phong railway line from the very beginning, especially regarding the approval of component projects - a crucial task under the responsibility of the Ministry of Construction.

On November 1, 2025, the Minister of Construction signed a decision dividing the Project into two component projects: Component Project 1: Investment in infrastructure connecting stations along the line and station plazas, with a preliminary total investment of approximately VND 2,297 billion; Component Project 2: Investment in railway construction, with a preliminary total investment of approximately VND 155,503 billion.

Just one week later, the head of the Construction sector signed a decision approving Component Project 1: Investment in infrastructure connecting stations along the line and station squares, creating an important legal basis for the commencement of this crucial item of the Lao Cai - Hanoi - Hai Phong railway project.

Creating new momentum and enthusiasm.

According to the Ministry of Construction's leadership, the Railway Project Management Board (the investor of the Lao Cai - Hanoi - Hai Phong Railway Line Project) is simultaneously implementing the next steps, having handed over land clearance markers for 5 station locations for the commencement of construction to local authorities for compensation and resettlement support. The Management Board has surveyed and prepared the technical design, and is finalizing the appraisal and approval documents before November 30, 2025. Based on this, they will organize the selection of contractors for construction and supervision consulting through direct contracting for Component Project 1, ensuring compliance with regulations.

The handover of cleared land for the project's commencement is also being closely monitored by localities along the route according to the set plan. Specifically, Hai Duong Nam station (Hai Phong) handed over its cleared land on November 14, 2025; Luong Tai station (Hung Yen) handed over its cleared land on November 21, 2025. Lao Cai, Bac Hong (Hanoi), and Phu Tho stations are currently undergoing procedures and are expected to hand over their cleared land before December 5, 2025.

"To prepare for the groundbreaking ceremony, on November 20, 2025, the Ministry of Construction held a meeting to assign preparatory tasks to its affiliated units. On November 24, 2025, they worked with the People's Committee of Lao Cai province on the plan and coordination for organizing the groundbreaking ceremony at the main Lao Cai railway station," a leader of the Railway Project Management Board said.

Along with accelerating investment preparation for projects under its responsibility, the Ministry of Construction is also closely coordinating with localities to compile a list of projects to be started and inaugurated on December 19th, most notably the Red River Scenic Boulevard Construction Project in Hanoi. This is a multi-purpose project that the Prime Minister has given special attention to and requested the Hanoi People's Committee and relevant ministries and agencies to dedicate all resources to its commencement on December 19, 2025, creating momentum and impetus for the capital city to enter a new era.

Reportedly, the project has a total investment of VND 338,000 billion, with a research scope of approximately 7,800 hectares. It is being researched, planned, and implemented under the PPP method by a consortium of Deo Ca Group Joint Stock Company, Van Phu Real Estate Development Joint Stock Company, MIK Group Vietnam Joint Stock Company, and Dai Quang Minh Real Estate Investment Joint Stock Company, with a commitment from Vietnam Prosperity Bank (VPBank) to finance and arrange the capital.

Among the three main components proposed by the consortium of investors in the Project, the most notable is the Red River riverside landscape boulevard component, comprising two road routes running along both banks of the Red River, with a total length of approximately 92.42 km, starting from Hong Ha Bridge to Me So Bridge. It is designed with a cross-section of 4-6 lanes, primarily running outside the dike and existing and planned residential areas.

In addition, the monorail component of the urban railway line proposed by the consortium of investors includes the construction of two monorail lines running on both banks of the Red River; the study is based on the orientation of the road network along both sides of the Red River and includes adjustments to some sections to meet the TOD model, with a total length of approximately 85.28 km.

"We are directing relevant units to urgently complete the process of providing feedback on the Red River scenic boulevard planning project, as well as specific mechanisms and policies, to meet the deadlines requested by the Prime Minister," a leader of the Ministry of Construction informed.
