On June 18, 6, Mr. Nguyen Long Bien, Vice Chairman of the Provincial People's Committee signed and promulgated Document No. 2023/UBND-VXNV of the Chairman of the People's Committee, sent to provincial departments, branches and People's Committees of districts and cities on proactive social assistance plans, disaster recovery support, ensuring stable people's lives in the province.
The document states: Implement Official Letter No. 1972/LDTBXH-BTXH dated May 30, 5 of the Ministry of Labor, War Invalids and Social Affairs on taking the initiative in social assistance plans, assisting in overcoming the consequences of natural disasters, and ensuring stable people's lives.
In order to proactively respond to natural disasters in 2023 in Ninh Thuan province, the Provincial People's Committee requested relevant departments and agencies, and People's Committees of districts and cities to focus on implementing a number of the following contents:
1. Organize closely and regularly monitor the evolution of natural disasters such as tropical depressions, rain, storms, flash floods, landslides, droughts, whirlwinds, lightning, floods, saltwater intrusion, heat, hail and other natural disasters that may occur in order to coordinate with the Steering Committee for Natural Disaster Prevention and Control to promptly notify and instruct authorities at all levels and people to proactively prevent and respond to damage to people's lives. inspect and review residential areas in unsafe places, along rivers, streams, and areas at risk of landslides, proactively evacuate people to safe places, and at the same time have plans to ensure logistics and essential necessities at evacuation points.
2. Direct and inspect the elaboration and preparation of disaster relief plans according to the motto "4 on the spot" in detail and in detail, suitable to the characteristics and conditions of the locality; mobilize resources for on-site relief, ensure logistics to respond to natural disasters; willing to move people out of danger areas; ensure a source of necessities to stabilize people's lives before, during and after natural disasters; instructing people to proactively strengthen their houses, reserve food, drinking water, medicines and other essential items when the rainy season comes.
3. Strengthening propaganda activities, guiding people on skills to cope with the risks of heat, drought, water shortage, and saltwater intrusion, especially integrated support activities for people with disabilities and other vulnerable subjects in natural disaster prevention, control and mitigation. Actively allocate local budgets to implement urgent solutions to prevent and combat drought and saltwater intrusion.
4. Monitor and summarize the situation of damage caused by natural disasters: dead, missing, injured people; House collapse, collapse, drift, fire, damage and shortage of food and daily necessities shall be reported to competent authorities for timely support in accordance with the Government's Decree No. 20/2021/ND-CP dated March 15, 3 on social assistance policies for social protection beneficiaries. In which, priority is given to the groups of people with meritorious services to the revolution, policy families, children, people with disabilities, the elderly and other social assistance beneficiaries, ensuring that no people go hungry, no people are homeless, promptly visit and encourage affected families and implement other synchronous solutions to stabilize people's lives and develop production; mobilize organizations and individuals to join hands in overcoming the consequences of natural disasters.
In the course of implementation, if any problems arise, promptly report them to the Provincial People's Committee (through the Department of Labor, War Invalids and Social Affairs) to summarize, report to the Provincial People's Committee, and direct the implementation./.
