Be more proactive and decisive in directing the implementation of the Ban Mong Reservoir project, phase 1.

On the afternoon of January 8th, the Ministry of Agriculture and Rural Development (MARD) held an online meeting of the Steering Committee for the implementation of the "Ban Mong Reservoir Project, Phase 1, Nghe An Province". Deputy Minister of MARD Nguyen Hoang Hiep chaired the meeting.

Attending the meeting at the Thanh Hoa location were Comrade Cao Van Cuong, Provincial Party Committee member and Director of the Department of Agriculture and Rural Development, along with representatives from relevant provincial departments and the People's Committee of Nhu Xuan district.

In implementing the "Ban Mong Reservoir Project Phase 1, Nghe An Province," the People's Committee of Nhu Xuan District, Thanh Hoa Province, was assigned as the investor for the compensation, support, and resettlement component within the district.

To date, the Compensation, Support, and Resettlement Council of Nhu Xuan District has completed the inventory of 154 hectares belonging to 119 households in Thanh Son village, and has also completed the valuation process.

Regarding the resettlement area in Xuan Hoa commune, as of December 31, 2024, Nhu Xuan district had approved the first phase of the Compensation, Support, and Resettlement Plan for 38 households and individuals, covering an area of ​​61.544 hectares. These households have land lease contracts with Bai Tranh Farm, a subsidiary of Thanh Hoa Rubber Company Limited, and are eligible for compensation and support according to regulations.

Regarding the implementation of investment and construction work for the resettlement area, by January 8, 2025, Nhu Xuan district had completed the preparation and appraisal of the E-bids and issued the tender notice on the online system to tender for the consulting package for survey and preparation of construction drawings.

In the coming period, Nhu Xuan district will focus on organizing the payment of compensation to Bai Tranh Farm, Thanh Hoa Rubber Company Limited, and 38 households whose compensation plans have been approved. The district will continue to coordinate with the Department of Natural Resources and Environment to review, advise, and report to the Provincial People's Committee on other support policies for households without contracts with Bai Tranh Farm.

Simultaneously, the dossier for reporting to the Provincial People's Committee and the Minister of Public Security was finalized to agree on the policy of handing over security land under the management of Thanh Lam Prison to the District People's Committee to implement the land clearance steps for the relocation site. Steps were taken to select a consulting unit to prepare the dossier for exploiting and utilizing forest products. In addition, steps were continued to select a consulting unit to survey and prepare the design drawings for the resettlement area.

Regarding difficulties and obstacles encountered during the project implementation, Thanh Hoa province is proactively addressing them to ensure the set schedule is met. For households wishing to be included in the project's resettlement area, Nhu Xuan district is holding meetings to understand their concerns and aspirations, ensuring inclusion according to regulations and helping people stabilize their lives as soon as possible.

Concluding the conference, Deputy Minister of Agriculture and Rural Development Nguyen Hoang Hiep emphasized: The Ban Mong Reservoir Project is a key national project. To complete the project on schedule, localities need to be more proactive and decisive in directing its implementation.

The Deputy Minister of Agriculture and Rural Development requested that localities expedite progress and complete the necessary procedures related to the remaining components in order to organize bidding for the project implementation in accordance with regulations.
