The Project Management Board for Investment in Civil and Industrial Construction Projects took over 8 regional project management boards (Sam Son, Dong Son, Quang Xuong, Nong Cong, Nghi Son, Nhu Thanh, Nhu Xuan, Tho Xuan) and reorganized them into departments under the Board.
The Project Management Board for Investment and Construction of Transport Infrastructure Projects took over 9 regional project management boards (Muong Lat, Quan Hoa, Quan Son, Ba Thuoc, Lang Chanh, Ngoc Lac, Cam Thuy, Thuong Xuan, Trieu Son) and reorganized them into departments directly under the Board.
The Project Management Board for Investment in Construction of Agricultural and Rural Development Projects took over 9 regional project management boards (Hau Loc, Nga Son, Ha Trung, Bim Son, Hoang Hoa, Thieu Hoa, Vinh Loc, Yen Dinh, Thach Thanh) and reorganized them into departments directly under the Board.
A Project Management Board shall be established under the People's Committee of the commune when it meets the requirements for self-financing of recurrent expenditures under the autonomous mechanism, and has the capacity and experience in project management as prescribed.
6 principles for organizing Management Boards
The restructuring of the Management Board aims to streamline the organizational structure, professionalize project management, and improve the efficiency of public investment capital utilization, serving the effective operation of the two-tiered local government model. The implementation process must ensure continuity and consistency in the execution of transitional projects, without affecting the quality, progress, construction safety, and implementation schedule of public investment programs, tasks, and projects.
Before the competent authorities approve the restructuring plans of each unit, the Management Boards, especially the regional Management Boards, will continue to focus on fulfilling their assigned tasks, completing transitional projects where the unit is the investor or project management consulting tasks that can be accelerated, ensuring the disbursement of public investment capital according to regulations. The final figures and financial and asset handover of the regional Management Boards must be completed before December 31, 2025.
The transfer and consolidation of Project Management Boards under the Provincial People's Committee are carried out in conjunction with the establishment of Project Management Boards under the Commune People's Committees, meeting the requirements for restructuring the organizational apparatus, reviewing and reallocating personnel to ensure the formation of a specialized workforce in specialized Project Management Boards; at the same time, strengthening human resources to support communes in the management of investment projects.
The establishment of Project Management Boards under the People's Committees of communes and wards should be based on the urgent needs of the practical situation; the number and scale of investment projects, local budget revenue sources, the local medium-term public investment plan; the ability to meet the requirements of self-financing operating expenses under the autonomous mechanism; and the capacity and experience in project management as prescribed, before considering and deciding on the establishment of Project Management Boards under the People's Committees at the commune level in accordance with current legal regulations and within their authority.
Following the restructuring, provincial and commune-level Management Boards must be organized and operate in accordance with regulations, be self-sufficient in covering their operating expenses, and possess sufficient qualifications, professional certifications, and experience to manage projects in compliance with construction laws.
To ensure the restructuring meets the requirements of task execution, the Management Boards will temporarily suspend appointments, recruitments, acceptances, transfers, and assignments of staff working in the units until the restructuring is completed.
Report to the Provincial People's Committee on the plan for personnel placement and appointment before January 15, 2026.
The Department of Internal Affairs is assigned to preside over and coordinate with relevant units to guide the Management Board of Investment and Construction Projects in the Nghi Son Economic Zone and Industrial Parks, the Management Boards under the Provincial People's Committee, and the People's Committees of communes and wards in the transfer, dissolution, restructuring, and establishment of new public service units in accordance with regulations; to be completed before December 25, 2025.
At the same time, the Department will take the lead in coordinating with relevant agencies, units, and localities to advise and report to the Provincial People's Committee on the plan for the arrangement and appointment of personnel for the Investment and Construction Project Management Boards under the management and appointment authority of the Chairman of the Provincial People's Committee, and to report and propose personnel and positions under the management authority of the Provincial Party Standing Committee; reporting to the Provincial People's Committee and the Chairman of the Provincial People's Committee before January 15, 2026.
