The General Staff of the Vietnam People's Army requires agencies and units to strictly maintain a standby regime, proactively monitor and grasp the developments of tropical depressions and heavy rains; deploy preventive measures to ensure the safety of barracks, warehouses, and construction works. Prepare forces and means to respond promptly and effectively when situations arise. Absolutely ensure the safety of people and vehicles when performing tasks.

Military Regions 1, 2, 3, 4: Direct the Military Commands of provinces and cities to proactively advise local Party committees and authorities, inspect and review response plans and options in accordance with reality; coordinate with departments, branches and sectors to review and identify key disaster areas, areas at risk of flash floods, landslides, dykes, embankments, lakes, dams, flooded and isolated areas; proactively evacuate households in areas at high risk of landslides, flash floods, and deep flooding to safe places; ensure the safety of key works, unfinished works, industrial parks, urban areas, residential areas and production activities, and low-lying areas to prevent unfortunate human losses due to carelessness and subjectivity. Prepare forces and means to help local authorities and people respond, overcome consequences and search and rescue.

The Border Guard Command directs the Border Guard Commands of coastal provinces and cities from Quang Ninh to Hue city to closely monitor the developments of the tropical depression; coordinate with local authorities and competent agencies to strictly manage vehicles, organize counting, promptly notify owners of vehicles, captains of ships and boats operating at sea (including transport ships and tourist ships) of the location, direction of movement and developments of the tropical depression to avoid, take shelter or not enter dangerous areas. Provide instructions on arranging for ships and boats to anchor in safe shelters.

The Vietnam Navy and Coast Guard direct their agencies and units to deploy safety measures; prepare forces and means for search and rescue when situations occur at sea and on islands.

The Air Defense - Air Force Service, Corps 18 inspected and reviewed plans, organized forces and vehicles to be ready to conduct search and rescue flights by air when ordered by the Ministry.

The 12th Army Corps; the Corps and Services are ready with forces and means to participate in response and rescue when requested.

The General Department of Logistics and Technology, the General Department of Defense Industry, and the General Department II, according to their functions and tasks, shall strengthen direction, urge, and inspect their subordinate units to do a good job of responding to tropical depressions, overcoming the consequences of rain, floods, landslides, rockslides, ensuring the safety of warehouses, factories, weapons and equipment; ensuring good logistics and technology to serve the work of responding to natural disasters; proactively coordinate, provide and promptly transport rescue supplies and equipment to help localities respond to and overcome the consequences when situations arise.

The General Staff of the Vietnam People's Army requested the General Department of Politics of the Vietnam People's Army to direct the People's Army Newspaper, the Army Radio and Television Center and units to do a good job of propagating and reporting on the activities of the army to help people overcome the consequences of flash floods, landslides and search and rescue.

Units shall organize implementation and report to the General Staff of the Vietnam People's Army (through the Ministry's Command and the Department of Rescue) for the Ministry to monitor and direct.
