Implementing Document No. 5378/BNN-DD dated July 26, 2024 of the Ministry of Agriculture and Rural Development on responding to heavy rains in the Northern region. To proactively respond to the developments of heavy rains, the risk of flash floods, landslides, floods, and inundation, the Provincial Steering Committee for Natural Disaster Prevention and Control and Search and Rescue requests the Steering Committees for Natural Disaster Prevention and Control and Search and Rescue of districts, cities, towns, and the State-owned One Member Limited Liability Company exploiting Phu Tho Irrigation Works to strictly direct the implementation of a number of urgent tasks.
Specifically, closely monitor warning bulletins and forecasts of heavy rain, floods, inundation, flash floods, and landslides in the area, promptly and fully inform communes, wards, towns, and people to proactively prevent, respond, and minimize damage; direct local media agencies to strengthen measures to inform about developments of heavy rain, and guide people to take safety measures.
In addition, deploy shock forces to inspect and review residential areas along rivers, streams, low-lying areas, and areas at high risk of flooding, flash floods, and landslides to proactively clear the flow, organize the relocation and evacuation of people when situations arise.
Organize forces to guard, control, support, and guide to ensure safe traffic for people and vehicles, especially at culverts, spillways, deeply flooded areas, areas with strong currents, areas where landslides have occurred or are at risk of landslides; resolutely do not allow people and vehicles to pass through if safety is not ensured; do not allow unfortunate human losses due to carelessness or subjectivity; arrange forces, materials, and means to overcome incidents, and ensure smooth traffic on main traffic routes when heavy rain occurs.
Units proactively deploy plans to ensure the safety of dykes, dams, downstream reservoirs, especially important irrigation reservoirs and works under construction; arrange regular forces to operate and regulate and be ready to handle possible situations. Prepare flood prevention plans, ensure dyke safety according to the alarm level. Inspect, review and deploy safety work for mineral exploitation areas. Inspect and operate sluices under river dykes, dams, pumping stations, prepare drainage plans to prevent flooding and protect production, industrial parks and urban areas.
Organize a serious on-duty shift, ensure communication and timely reporting to the Provincial Steering Committee for Disaster Prevention and Control. Prepare forces and means for rescue when required.
Previously, according to the forecast bulletin of the Northern Mountainous Region Hydrometeorological Station, from the night of July 28 to July 31, 2024, the province will have moderate rain, heavy rain and localized thunderstorms, with some places having very heavy rain. During thunderstorms, there is a possibility of tornadoes, lightning, hail and strong gusts of wind.
