National Assembly Chairman: Do not leave unfinished work for the next National Assembly

On the afternoon of September 29, at the National Assembly House, under the chairmanship of National Assembly Chairman Tran Thanh Man , the National Assembly Standing Committee (NASC) held the 8th conference of full-time National Assembly deputies of the 15th tenure to discuss and give opinions on 21 important draft laws to be submitted to the National Assembly at the 10th session of the 15th National Assembly.

Speaking at the opening of the conference, National Assembly Chairman Tran Thanh Man stated that the 10th session of the 15th National Assembly is expected to consider and pass 50 laws and resolutions, working continuously for 43 days. To improve the quality of draft laws before submitting them to the National Assembly for consideration and approval at the 10th session, the National Assembly Standing Committee organized the 8th conference of full-time National Assembly deputies working for 2.5 days to give opinions on 21 draft laws.

National Assembly Chairman Tran Thanh Man delivered the opening speech at the conference.

The National Assembly Chairman requested that National Assembly deputies clearly express their opinions on draft laws and resolutions that are eligible to be submitted to the National Assembly for approval at the 10th session; actively research and prepare brief and concise opinions, avoid duplication, have in-depth analysis, convincing arguments and propose specific solutions on issues that require opinions or are stipulated in the draft laws.

Reiterating the view that “if we want the law to have quality and longevity, the drafting agency must play a very important role”, the National Assembly Chairman suggested that delegates must consider each clause, each article, each chapter closely following the spirit of innovation in thinking about law-making. Accordingly, the National Assembly will promulgate major and core points; and the Government will issue decrees and circulars on specific issues related to socio-economic management. As for laws and decisions related to people and human rights, they will have to be specifically regulated and thoroughly discussed before deciding.

The 10th session is expected to review and pass about 50 laws and resolutions. “We accept the increase in volume and must do it to ensure the country's governance from now until the end of the year, while preparing for the 2025-2030 period of double-digit growth. By the 100th anniversary of the Party's founding, our country will be a high-middle-income country, and by the 100th anniversary of the country's founding, our country will be a high-income country, so that we can enter a new era, an era of national glory,” the National Assembly Chairman stated.

The National Assembly Chairman suggested that at the 10th session, all issues must be resolved, not leaving unfinished work for the next National Assembly, and that whatever can be resolved must be resolved at this session.

The 10th session will not be held in two sessions, but will meet continuously, taking advantage of working at night, on Saturdays and Sundays to complete the proposed program early, creating conditions for agencies and localities to summarize the year, complete the contents of the end of the term and prepare for the 14th National Congress of the Party, the election of deputies to the 16th National Assembly and People's Council deputies at all levels for the 2026-2031 term...

“This 10th session is the last session. We will devote all our heart, mind, and strength with great determination and great effort to contribute all our intelligence and enthusiasm to the success of the 10th session,” the National Assembly Chairman emphasized.
