During the visit, on the afternoon of September 28th, following the official welcoming ceremony, National Assembly Chairman Tran Thanh Man and Chairman of the State Duma of the Russian Parliament Volodin held talks.

National Assembly Chairman Tran Thanh Man expressed his pleasure at the positive progress in relations between the two countries in all fields over the past year; he requested the Russian State Duma to strengthen cooperation and coordination with the Vietnamese National Assembly, especially in sharing experiences in implementing the "Smart Parliament" initiative, improving the legal framework, supporting and assisting agencies and organizations of the two countries in overcoming difficulties and obstacles, and promoting cooperation between the two countries in all fields.
Both sides highly appreciated the role of the Inter-Parliamentary Cooperation Committee mechanism in monitoring and urging the governments of the two countries to implement cooperation contents. In particular, this mechanism contributes to realizing the major orientations outlined in the Joint Statement on Comprehensive Strategic Partnership, adopted during the State visit to Vietnam by Russian President Vladimir Putin as well as the visit to Russia by General Secretary To Lam.
Both sides expressed their readiness to cooperate more closely to resolve obstacles and promote economic and trade cooperation, especially the effective implementation of the Free Trade Agreement between Vietnam and the Eurasian Economic Union. They also acknowledged the positive results in energy and oil and gas cooperation and agreed to continue promoting the nuclear power plant construction project in Vietnam. In the fields of education, training, and humanitarian cooperation, both sides agreed to deepen cooperation, including Russia's support for training in professions that match Vietnam's strengths and needs, and expanding the teaching of Russian in Vietnam and Vietnamese in Russia.
Regarding parliamentary cooperation, both sides agreed to support specialized agencies in expanding contacts and exchanging legislative experiences; welcomed the strengthening of exchanges between committees and parliamentary friendship groups; and closely coordinated in providing legal assistance, creating favorable conditions for the stable development of bilateral cooperation, bringing practical benefits to the people of both countries.
On the same day, National Assembly Chairman Tran Thanh Man and Chairman of the State Duma of the Russian Parliament Vyacheslav Volodin co-chaired the 4th Session of the Vietnam-Russia Inter-Parliamentary Cooperation Committee. The inter-parliamentary cooperation mechanism has become an effective channel for collaboration, contributing to the improvement of the legal framework and promoting cooperation in many fields, in line with the interests of both countries. Maintaining regular, rotating annual sessions demonstrates the determination of the legislative bodies of both countries to strengthen and deepen the comprehensive strategic partnership.
At the conclusion of the session, both sides adopted a Joint Communiqué, clearly defining the direction of parliamentary cooperation in the coming period, in line with bilateral needs and interests in the new international context. According to the agreement, the 5th Session of the Inter-Parliamentary Cooperation Committee will be held in Russia in 2026.
