On the morning of September 28, in Ung Thien commune (Hanoi), National Assembly Chairman Tran Thanh Man attended the inauguration ceremony of the Memorial Site of the Head of the National Assembly Standing Committee Bui Bang Doan. This is a project of important political significance, inaugurated on the occasion of the 136th anniversary of the birth of the Head of the National Assembly Standing Committee Bui Bang Doan (September 19, 1889 - September 19, 2025); at the same time, it is one of the important and practical activities to celebrate the 80th anniversary of the first General Election to elect the National Assembly of Vietnam (January 6, 1946 - January 6, 2026).
Also attending the ceremony were former General Secretary Nong Duc Manh, leaders of the Nationalities Council, National Assembly Committees, leaders of central ministries, branches and Hanoi city.

Speaking at the inauguration ceremony, National Assembly Chairman Tran Thanh Man stated that the inauguration of the Memorial Area is not only an act of gratitude to predecessors, but also serves the research and study of the Vietnamese National Assembly and historical figures who have contributed to the country, and is an opportunity for generations of officials, especially National Assembly deputies, to review and continue core values.
That is the spirit of great solidarity and national harmony, the smooth combination between traditional culture and revolutionary spirit, between old intellectuals and the new regime; the lesson of solidarity, using talents regardless of origin, still has its full value in the current national construction.
That is the spirit of respecting the Constitution and the law. Mr. Bui Bang Doan was the one who, together with the 1st National Assembly and President Ho Chi Minh, built the 1946 Constitution, an exemplary Constitution on democracy and human rights.
“Today's National Assembly must continue to uphold and promote that tradition, constantly improve the legal system, and build a truly strong socialist rule-of-law state,” the National Assembly Chairman emphasized.
The National Assembly Chairman requested Hanoi city and the People's Committee of Ung Thien commune to pay attention to organizing the management, operation, maintenance, preservation and protection of construction items, ensuring that the Memorial Area is maintained solemnly and sustainably.
Deputy Secretary of the City Party Committee, Chairman of the City People's Council, Deputy Head of the Hanoi City National Assembly Delegation Nguyen Ngoc Tuan said that the Memorial Area was built very urgently and with high quality. It is an extremely meaningful project expressing the deep gratitude of the Party Committee, government and people of the Capital to the great patriot, intellectual, outstanding son of the nation, revolutionary predecessor of the Party and the National Assembly, practically celebrating the 80th anniversary of the first General Election to elect the Vietnamese National Assembly.
This is also a cultural work of historical significance, a red address to educate revolutionary traditions for future generations.
In order for the Memorial Site to truly promote its value, Chairman of the City People's Council Nguyen Ngoc Tuan requested all levels and sectors, especially the Monument Management Board, to closely coordinate with the family and relatives of Mr. Bui Bang Doan to continue to collect and supplement documents and artifacts, organize research, propaganda and education activities to most effectively promote the cultural value of the Memorial Site.
At the same time, all levels and sectors pay attention to preserving the Memorial Area so that it is always green, clean, beautiful, civilized, and a traditional cultural and educational address of the locality.
At the ceremony, former General Secretary Nong Duc Manh, National Assembly Chairman Tran Thanh Man, leaders of central and Hanoi city departments, ministries, and agencies, and representatives of Mr. Bui Bang Doan's family performed the ribbon-cutting ceremony to inaugurate the Memorial Area.
Mr. Bui Bang Doan (1889-1955) was a great personality, a patriotic intellectual and a typical model for the transformation of Vietnamese scholars in the face of historical destiny. From the position of Minister in the Royal Court, he followed the call of the August Revolution, with the immortal saying: "If you reform a new Vietnam without me, I would feel ashamed."
That choice made him the first Minister of the Interior of the Provisional Government; a delegate of the 1st National Assembly - a National Assembly that laid the foundation for the Democratic Republic State and especially the Head of the National Assembly Standing Committee - the person who directly worked with President Ho Chi Minh and the Government to create the first Constitution and legal system. The greatest legacy that he left to the National Assembly and the country was the spirit of fair service, respect for the law and absolute integrity of the judge. He devoted himself completely to the ideal of national independence and people's happiness.

He always promoted the idea of great solidarity, encouraged people to participate in the resistance war, and stood side by side with the Government to carry out the resistance war for all people and all-round. He visited compatriots and soldiers many times, sent letters of encouragement to the people in difficult times, and encouraged the whole people and army to be determined to fight for independence, freedom and national reunification.
President Ho Chi Minh once taught: “Whatever is beneficial to the people, we must do our best to do. Whatever is harmful to the people, we must avoid at all costs.” His life and career are the embodiment of that teaching. That noble example will forever exist, reminding and urging the present and future generations to continue to train, strive, and contribute for the independence and freedom of the nation, for the happiness of the people.
The memorial site of the Head of the National Assembly Standing Committee Bui Bang Doan is not only a place for people across the country to pay tribute to and honor the contributions and noble personality of an exemplary leader, but also a vivid symbol of the morality of "When drinking water, remember its source", a "red address" serving the research and study of the Vietnamese National Assembly and historical figures who have contributed to the country.
