The 7th Central Party Congress of the Ministry of Public Security (2020-2025) is a successful term, marking many milestones in the 80-year history of the establishment, fighting, growth and development of the People's Public Security force.

Over the past 5 years, the world and regional situation has undergone rapid, widespread, and complex developments, with issues that exceeded forecasts and were unprecedented. Domestically, many difficulties and challenges from natural disasters, epidemics to supply chain disruptions, international trade competition, tax policies, etc. have significantly affected socio-economic development. However, with strong will, under the wise and correct leadership of the Central Executive Committee, the Politburo , and the unanimous support of the people, we have focused on accelerating, breaking through, and continuing to resolutely and decisively carry out the innovation process, typically the revolution in arranging and streamlining the apparatus of the political system; implementing the 2-level local government model, and restructuring the socio-economic development space.

As a result, we have fundamentally resolved difficulties and obstacles to complete and exceed the targets and objectives set by the 13th National Party Congress, including the important and noteworthy contributions of the People's Public Security force.

The Central Public Security Party Committee and the entire People's Public Security force have been exemplary and pioneering in implementing the Resolution of the 13th National Party Congress. In particular, the Central Public Security Party Committee is considered the "leading flag" in implementing Resolution 18 of the Central Executive Committee on "continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently".

The strategic advisory function to the Party and State on political security and social order and safety has been raised to a new level. The security, territorial sovereignty and political position of the country have been firmly protected, creating positive changes in social order and safety, creating a turning point in security governance and management, creating an environment and space of peace, security, safety and stability for people across the country.

The Public Security Party Committee has led the basic completion of the goal of building a People's Public Security force that is "truly clean, strong, disciplined, elite, modern, meeting the requirements and tasks in the new situation" as set out in Resolution No. 12, dated March 16, 2022 of the Politburo. Digital transformation, overcoming the consequences of natural disasters, and eliminating temporary and dilapidated houses are also bright spots that the People's Public Security force has achieved during the 7th Central Party Congress of the Public Security Ministry.

The above results are not only vivid proof of the absolute loyalty of the People's Public Security to the Party, the Fatherland and the people, but also provide practice, create foundation, motivation and inspiration for the entire political system.

Closely following and effectively implementing the Party's policies and guidelines on national security protection, the People's Public Security force has promoted its leading and core role in keeping "at peace inside and out", affirming Vietnam's position among the most peaceful and secure countries in the world, attracting international friends and partners to befriend and do business with Vietnam. At the same time, the Public Security force always promptly grasps emerging trends and issues in international relations, and experiences, technology, and advanced knowledge of mankind to help the Party formulate appropriate policies in the goal of building and developing the country.

Under the leadership of the Party, the Public Security force has not only fulfilled its role as a frontline force in preventing and fighting the Covid-19 epidemic, but also achieved a miracle in building a National Population Database, opening a new chapter in security and order management in a modern direction, reforming administrative procedures to the maximum, creating the greatest convenience for people and businesses. Crime has been continuously controlled and reduced year by year; drug-free communes, typical and exemplary wards in terms of security and order in our country are increasing in number; traffic safety and fire safety have had many innovations, both creating development and consolidating social order, discipline, safety and health, people have happier lives, and human security is enhanced and ensured.

International cooperation on security and order, together with international cooperation on defense, has become a pillar in the relationship between Vietnam and many countries; active participation in the United Nations peacekeeping force, international search and rescue; political trust from the results of security and order cooperation has created conditions for expanding and developing cooperation in many other fields, contributing to "making more friends, fewer enemies", consolidating the relationship between Vietnam and other countries to become increasingly deep, comprehensive and effective.

The image of the People's Public Security officers and soldiers, the force participating in protecting security and order at the grassroots level, always present in key, difficult and dangerous places, sacrificing themselves to protect the lives and property of the people; at all times and places with the spirit of "when the people need, when the people have difficulty, there is the police" affirming the effectiveness of studying and following the ideology, morality and style of Ho Chi Minh and the Six Teachings of Uncle Ho to the People's Public Security; continuing to strengthen the solidarity and close relationship between the Public Security and the people, building a people's security posture, a people's security foundation associated with a national defense posture, a national defense foundation on the basis of a solid "people's heart posture", strengthening the people's trust in the Party, the State and the socialist regime.

After a term with many remarkable marks, many miraculous results, turning points, and innovative thinking, the Central Party Committee of the Public Security has led the entire People's Public Security force to "surpass itself" for the Party and the people, with remarkable growth and maturity, firmly affirming the role of "sacred sword", "steel shield" protecting the Party, protecting the people and the socialist regime, shining with the qualities of a revolutionary Public Security officer.

The term of the 8th Congress of the People's Public Security Party Committee for the period 2025-2030 is the time when the whole country enters a new era, an era of strong and prosperous development with very basic opportunities and advantages, but also faces many difficulties and challenges. New developments in the world and regional situation; traditional and non-traditional security issues with a series of contemporary issues have a direct and multifaceted impact on national construction and development, in which difficulties and challenges continue to increase. Hostile and reactionary forces are trying to take advantage of loopholes and shortcomings in the initial stage of operating the 2-level local government model and the implementation of Party resolutions in recent times to sabotage, distort, cause division and disunity within the Party, and they are even trying to sabotage the success of the 14th National Congress of the Party.

Our Party shouldered the historic responsibility, leading the entire Party, the entire people, and the entire army to successfully implement the two strategic goals of 100 years under the Party's leadership, 100 years of the country's founding, and by the middle of the 21st century, our country will become a developed, high-income country.

The highest and consistent goal today is “peace, stability; rapid and sustainable development and improvement of all aspects of people’s lives”, so that people can truly live in Independence - Freedom - Happiness. The People’s Public Security must be one of the core forces to achieve these goals.

The requirements and tasks of building and defending the Fatherland in the new revolutionary period pose a very glorious responsibility for the People's Public Security force. Regardless of the circumstances, the People's Public Security must be absolutely loyal to the Party, the Fatherland and the people; closely attached to the people, thoroughly grasping the viewpoint that "the people are the root", the people are the center and subject of all policies, strategies, security and order work, always imbued with and implementing the motto "The People's Public Security forgets itself for the country, serves the people". Continue to take the lead in movements to repay gratitude, build schools, provide medical care and support for the people, especially for the poor and ethnic minorities in remote and isolated areas.

Identifying the highest goal of security and order assurance work in the coming time to strongly innovate thinking, raise the level of all aspects of work to be determined to achieve, that is not only to maintain a peaceful and stable environment, maintain security and order, build a society of order, discipline, and safety, but through security and order assurance work, it must also contribute significantly to creating, promoting, seizing opportunities, creating all favorable conditions for the successful implementation of the Party's strategic goals; protecting security and order must create the foundation for the success of sustainable and high-quality development.

Proactively grasp and accurately assess the situation, smoothly and closely combine tradition and modernity, strengthen the protection of the Party, the socialist regime, and the people, absolutely avoid passivity and surprise; focus on identifying and firmly protecting security in new spaces and fields (national digital sovereignty, border economic security, cyber security, information security and data security in the digital transformation process). Closely coordinate with the People's Army, the diplomatic sector, and departments, branches and localities to maintain a peaceful and stable environment in all situations.

Continue to sustainably reduce crime, build crime-free and drug-free communes/wards, and create a foundation for building socialist administrative unit models. Build an orderly, disciplined, safe, and healthy society, strengthen the spirit of "rule of law" and awareness of law compliance among the people, and strengthen human security, for a peaceful and happy life for the people.

Expand international cooperation on security and order, proactively create a security belt, effectively resolve challenges that threaten security and national interests early, from afar, from outside the territorial borders, establish a comprehensive security posture at home and abroad. Increase the contribution of the People's Public Security force in maintaining international peace and security; ensure that wherever national interests, ethnic interests, and legitimate rights of the people go, security and order must be protected.

Focus on building a clean, strong, comprehensive, exemplary, pioneering Central Public Security Party Committee; build Party organizations in the People's Public Security, especially grassroots Party organizations with high fighting capacity. Build a revolutionary, disciplined, elite, and modern People's Public Security force.

Create a breakthrough in the development of a self-reliant, self-reliant, dual-use, modern security industry, creating a foundation to strengthen security and order potential to meet requirements and tasks; at the same time, actively participate in socio-economic development.

Above all, the Central Public Security Party Committee and the entire People's Public Security force must continue to affirm their exemplary role, taking the lead in implementing the 14th National Congress Resolution and the Party's strategic resolutions with concrete results and products, in the spirit of daring to think, daring to do, daring to break through, daring to innovate and be creative for the common cause.

The Party, the State and the people have absolute trust in the People's Public Security force. Promoting the tradition of 80 years of building, fighting and growing, with strong marks in the 2020-2025 term, in the coming time, the Central Public Security Party Committee and the entire People's Public Security force will certainly establish many new feats and achievements, continue to create miracles and new steps forward in all aspects of work, effectively implementing the theme of the 8th Central Public Security Party Congress "Following Uncle Ho's teachings - Renewing thinking - Improving knowledge - Modern discipline - For the Party and for the people".
