As reported by the People's Representative Newspaper, this afternoon, April 13, in Bac Ninh province, Politburo member and National Assembly Chairman Tran Thanh Man attended the Policy Forum "Science, Technology, Innovation and Digital Transformation - Bac Ninh Breakthroughs and Development".
At the Forum, delegates listened to experts, representatives of research institutes, universities, and enterprises discuss: the structure, model, and applications of the Smart Computing Center, the Digital Economic Park model...; the model of the Vietnam Concentrated Science and Technology Research and Development Zone, connecting parties to develop an Open Innovation ecosystem, Korea's experience in developing semiconductor human resources... and suggestions for Bac Ninh in these areas.
Speaking at the Forum, National Assembly Chairman Tran Thanh Man welcomed and highly appreciated Bac Ninh province for organizing the Policy Forum “Science, technology, innovation and digital transformation - Bac Ninh breakthrough development” in the context that the Party, National Assembly and Government are taking drastic actions to create breakthroughs in the fields of science, technology, innovation and national digital transformation. The Forum was organized to demonstrate the high determination of the Party Committee, government and people of Bac Ninh province because if we do not pay attention to the development of science, technology and education and training, we cannot develop quickly and sustainably.
The National Assembly Chairman emphasized that implementing Resolution No. 57 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation, at the 9th Extraordinary Session, the National Assembly passed Resolution No. 193 on a number of special mechanisms and policies to create breakthroughs in science, technology, innovation and national digital transformation. In the near future, at the 9th Session, the National Assembly will consider many important laws in this field such as: the draft Law on Digital Technology Industry, the draft Law on Science, Technology and Innovation.
Appreciating the fact that the Standing Committee of the Bac Ninh Provincial Party Committee has issued an action plan to implement Resolution No. 57, the National Assembly Chairman emphasized the direction of General Secretary To Lam on implementing the "Digital Education for All" movement, and also appreciated the fact that every month the Standing Committee and the Executive Committee of the Bac Ninh Provincial Party Committee listen to a thematic report on innovation and digital transformation.
“If the Party and State care but the people and businesses do not care, this revolution cannot be carried out. On the contrary, if the people and businesses care but the Party and State do not care to lead and direct, this revolution cannot be carried out. This is the golden and most ripe opportunity for us to carry out the revolution in science, technology, innovation and national digital transformation,” the National Assembly Chairman stated.
Expressing his delight at the cooperation between Bac Ninh province and the Korean Business Association in Vietnam, the National University, the University of Science and Technology, the Academy of Posts and Telecommunications... with many memorandums of understanding and cooperation to be signed at the Forum, the National Assembly Chairman also suggested 5 important issues for the province.
Firstly, developing a synchronous and modern digital infrastructure and digital platform. Accordingly, Bac Ninh researches and invests in building a modern data center, especially developing Artificial Intelligence (AI), to meet the increasing demand for data storage and processing, to optimize investment and operating costs, and enhance flexibility and security.
Sharing Armenia's experience and success with the TUMO Center for Innovative Technology model - a free educational center that helps young people self-study and improve their qualifications, especially in science, technology, and innovation, the National Assembly Chairman said that if every citizen and every business has a virtual assistant, and children from 12 to 18 years old are updated with knowledge about digital transformation and artificial intelligence, it will create strong development.
Second, develop the digital economy and support businesses in digital transformation. The Provincial People's Committee and departments and branches build and deploy comprehensive programs and solution packages to accompany businesses, especially small and medium enterprises, cooperatives, and business households in the province.
Prioritize research and provide in-depth digital transformation solutions, applying new technologies to key economic sectors with local advantages such as industrial production, tourism, high-tech agriculture, contributing to achieving and exceeding the target of the proportion of digital economy in GRDP.
Third, developing the science and technology and innovation ecosystem, developing high-tech industrial parks. Bac Ninh's determination to focus on investing heavily in high-tech industrial parks, high-quality agriculture, promoting innovation... is not only for the development of the province but also contributes to the whole country.
Fourth, develop high-quality human resources, attract leading software engineers to work in Bac Ninh.
Fifth, develop digital data - build Digital Government - Digital Society, the goal is to strongly reform administrative procedures to serve people and businesses.
The National Assembly Chairman said that at the upcoming 9th Session, the National Assembly will consider and approve policies on: merging provinces, the country will have 28 provinces and 6 centrally-run cities; ending the activities of the district level and rearranging the commune level with a reduction of about 60-70% of the current number of communes.
“Therefore, we have no other choice but to strongly apply information technology in management and operation from the Party, government, Fatherland Front, organizations... to build a clean and strong political system based on the foundation of science, technology, innovation and digital transformation,” the National Assembly Chairman emphasized.
The National Assembly Chairman also reminded Bac Ninh province that it is not enough to just organize this Forum, but in the future, it is necessary to continue to organize many forums and conferences on green transformation, digital transformation, artificial intelligence... to thoroughly understand and widely deploy to all cadres and people.
At the Forum, National Assembly Chairman Tran Thanh Man and delegates witnessed the signing ceremony of cooperation in training digital human resources between schools and businesses; memorandum of understanding on cooperation in training, development of science, technology, innovation and digital transformation between the People's Committee of Bac Ninh province and the University of Science and Technology, the Academy of Posts and Telecommunications Technology.
On this occasion, Bac Ninh province also launched a Venture Capital Fund for creative startups, technology incubation and digital transformation.
