On the side of Ca Mau province, attending the dialogues were Vice Chairmen of the Provincial People's Committee: Lam Van Bi, Huynh Huu Tri, Le Van Su; representatives of the Provincial National Assembly Delegation, the Provincial Vietnam Fatherland Front Committee, the Provincial Party Committee's Propaganda and Mass Mobilization Commission, the Provincial Party Committee's Internal Affairs Commission, the Provincial Party Committee's Inspection Commission, departments, the People's Procuracy, the People's Court, the Provincial Farmers' Association, the Provincial Citizen Reception Committee and representatives of commune-level leaders.
The full participation of provincial leaders and central authorities shows the province's transparency, openness and seriousness in handling cases.
The Provincial People's Committee has successively had a dialogue with Ms. Le Thi Sau, who requested compensation for damages in the civil dispute with Ms. Tran Xuan Lac. A dialogue with Ms. Ha Thi Thu, who requested the re-announcement of Tam Bo ferry operations and the cancellation of the ferry terminal of Ta An Khuong Commune People's Committee. A dialogue with Mr. Cao Vinh Phong, who complained about his rights related to the U Minh - Khanh Hoi road upgrade and expansion project.
Citizens expressed their opinions at the dialogue.
In these cases, Ca Mau province has resolved within its jurisdiction and the Court has issued a verdict on some cases, but the people have not agreed; requests and complaints have been made to the Central agencies; Ca Mau province has also reported to the Central agencies the content and results of the province's resolution of the cases. The Central Government requested Ca Mau province to organize a dialogue to listen to and record new details; at the same time, review the results of past resolutions, to consider resolving them within its jurisdiction.
Through the dialogue, there were 02 cases that had to be stopped because the citizens said their health was not guaranteed; the citizens had received good health care; Ca Mau province would create conditions to receive citizens in accordance with the law. In the remaining case, the citizen refused to have a dialogue because the citizen said that the Central Government did not have enough competent members to resolve the matter. This shows that the citizen did not have a correct understanding of the authority to resolve his case.
At the meeting, Deputy Director of the Department of Justice Pham Quoc Su said: Complaints, recommendations and reflections can be legally authorized; however, denunciations require the denouncer to directly carry them out.
Deputy Director of the Department of Justice Pham Quoc Su noted that citizens need to clearly distinguish to avoid confusion; at the same time, they should seek support from lawyers and legal assistants and be wary of being taken advantage of and incited to file illegal complaints, which can affect their legitimate rights.
Head of the Central Citizen Reception Committee Nguyen Hong Diep spoke at the dialogue.
Speaking at the dialogue, Head of the Central Citizen Reception Committee Nguyen Hong Diep highly appreciated the receptiveness of the leaders of Ca Mau province in organizing a trip to Hanoi to welcome people, invite people back, develop a plan through the Standing Committee of the Provincial Party Committee and organize a thoughtful citizen reception session with full members, ensuring strictness and compliance with regulations.
Head of the Central Citizen Reception Committee Nguyen Hong Diep requested the province to direct agencies to carefully review the case file; report the settlement results as well as the dialogue results to the Central Government. Continue to create conditions for citizens to exercise their rights according to the Law on Citizen Reception. Thereby, propagandize and disseminate the law, persistently mobilize citizens to comply. The Central Citizen Reception Committee will participate in online dialogue with citizens when requested.
Chairman of the Provincial People's Committee Pham Thanh Ngai affirmed that the province had organized a public dialogue, in accordance with the procedures, with the full participation of central and local agencies. Citizens' refusal to participate is their personal right, but if they continue to request, the province will receive citizens according to the provisions of the Law on Citizen Reception.
The dialogues demonstrated the government's determination to ensure the legitimate rights and interests of citizens; at the same time, adhere to the principles of the rule of law, publicity and transparency. People have the right to complain and denounce, but must comply with effective decisions and cooperate with competent authorities. Only when there is cooperation and respect for the law can the legitimate rights and interests of citizens be guaranteed; on the contrary, if there is deliberate avoidance or non-cooperation, the consideration will be carried out on the basis of records and reports from competent authorities.
