Focus on building a team of entrepreneurs in the new era.

It is evident that in the coming period, businesses in Quang Tri province will continue to have many favorable opportunities in production and business activities. Industrial parks such as Nam Dong Ha, Quan Ngang, Trieu Phu, Quang Tri Industrial Park, and Tay Bac Ho Xa... along with the two Southeast Quang Tri Economic Zones and the Lao Bao Special Economic and Trade Zone are attracting many projects. Most of the large-scale investment projects driving investment in Quang Tri province are located in the Southeast Quang Tri Economic Zone. To meet the requirements of production and business, building and promoting the role of the province's business community in the new phase needs to continue to receive special attention.

Furthermore, Quang Tri province is located at the beginning of the East-West Economic Corridor, serving as one of the international trade gateways. It enjoys a favorable position for connecting with countries in the sub-region and also holds a very important position on the Vietnam-Laos border, with significant potential and opportunities for developing marine and border trade. In the development process, building a strong team of entrepreneurs plays a crucial role in exploiting potential and strengths to promote socio-economic development of the locality and the region.

As of November 30, 2024, the province had approximately 3,447 operating businesses, including 345 newly registered businesses and 206 affiliated units in 2024, with a total registered capital of VND 2,599.6 billion. The business sector accounted for 43% of the province's domestic revenue as of October 31, 2024. Total investment from the business sector accounted for 57.8% of the total investment in the province.

Over the years, raising awareness of the position and role of entrepreneurs in achieving the development goals of Quang Tri province has been emphasized. Press agencies and grassroots information systems have innovated their propaganda and mobilization efforts to encourage entrepreneurs to effectively implement the Party's guidelines and policies, and the State's laws; and to uphold the patriotic spirit and social responsibility of entrepreneurs.

The province encourages entrepreneurs to strive for excellence, build ethical business practices and a positive business culture; develop production and business activities to create jobs and increase income for workers, contributing to the socio-economic development of the province. The province has also gradually improved policies, creating a favorable, safe, and equitable investment and business environment for entrepreneurs and businesses to develop and contribute.

The province pays special attention to effectively implementing policies to encourage and support businesses in linking production and consumption of agricultural, forestry, and aquatic products; providing vocational training for workers and creating jobs; allocating resources to support businesses in boosting production of key crops and livestock, and businesses with linkages in agriculture. It effectively implements the "One Commune, One Product" program, organizes training courses, and provides policy support to raise awareness of OCOP products and enhance the capacity of producers.

Surveying, consulting, guiding the preparation of dossiers, and supporting the development of products participating in the OCOP program. Organizing for businesses to participate in numerous events to display, introduce, and promote key products, potential products, and advantages of Quang Tri province at trade fairs, exhibitions, trade promotion events, and cultural festivals of the province. Banks in the province have seriously implemented the solutions for managing monetary and credit policies of the Government.

Promote the implementation of credit programs and policies to increase access to capital for individuals and businesses. Commercial banks should proactively review and assess the quality of credit granted and the production and business activities of enterprises, as well as the repayment capacity of customers, in order to consider applying appropriate solutions to alleviate difficulties for businesses in accordance with the law.

The province has effectively implemented the Bank-Business Connection Program, proactively disseminating information and guiding businesses and citizens on preferential policies and support from the State. The province has also accelerated administrative reform, creating favorable conditions for businesses by reviewing and proposing amendments and additions to legal regulations to align with free trade agreements and international treaties; and continues to lead and guide agencies and units in implementing the Legal Support Program for Small Businesses in the province and the Plan for implementing the project "Improving the quality and effectiveness of legal support for businesses in Quang Tri province from 2021-2030".

The province has organized numerous business dialogues; held meetings with businesses to commemorate Vietnamese Entrepreneurs' Day on October 13th, combined with business dialogues. Most districts, towns, and cities have also organized business dialogues within their jurisdiction; established a Zalo group "Quang Tri Business Support" to promptly receive, respond to, and resolve feedback and suggestions from businesses and investors.

Besides actively implementing administrative procedure reforms and guiding citizens and businesses in carrying out administrative procedures related to business registration, the Department of Planning and Investment (now the Department of Finance) has had many initiatives to reform administrative procedures regarding business registration.

Thanks to this, investment attraction results in 2024 showed significant improvement, with the province attracting 38 projects with a total investment of over 9,393.61 billion VND, a threefold increase in total registered capital compared to 2023. The province consistently focuses on training and fostering political theory for entrepreneurs, providing information on domestic and international production and business markets; disseminating new policies and guidelines of the Party and State; and training in methods and skills for managing and operating businesses... contributing to building a high-quality workforce and improving production and business efficiency.

In the coming period, the development of the business community and enterprises in Quang Tri province needs to focus on areas that exploit the potential and strengths of the locality. In particular, it is necessary to raise awareness and responsibility in leadership, guidance, and the concretization of the Party's guidelines and policies, and the State's laws and regulations regarding the building and promotion of the role of the business community and enterprises in the new era.

Emphasis should be placed on encouraging the development of Party members and building Party organizations within enterprises. The policy of admitting qualified private business owners as Party members should be promoted. Party branches should be established where conditions permit; programs and plans should be developed to disseminate information and provide training to businesses and entrepreneurs, ensuring their activities adhere to the Party's guidelines and policies, and the State's laws and regulations.
