Get ready for the High-Speed ​​Rail Project.

Dak Lak is focusing intensely on preparation, land clearance, and resettlement arrangements for the North-South High-Speed ​​Railway Project. This project is of particular importance, not only opening up new development opportunities for the locality but also creating a strong impetus for connecting the South Central Coast and Central Highlands regions with major economic centers nationwide.

On November 30, 2024, at its 8th session, the 15th National Assembly voted to approve Resolution No. 172/2024/QH15 on the investment policy for high-speed railways. This is a key national project aimed at building a modern railway line approximately 1,541 km long with a design speed of 350 km/h.

According to a report from the Department of Construction, the section of the route passing through Dak Lak province is approximately 96 km long, traversing 13 communes and wards. The project has been included in the list of key projects for the 2025-2030 period. The Provincial People's Committee has assigned the Economic Zone Management Board to coordinate with relevant departments and agencies to develop a 1/2,000 scale zoning plan for the Hoa Thanh industrial and urban service infrastructure development area, covering approximately 200 hectares. This will be a driving force connected to the high-speed railway station, where modern urban-industrial-service zones will be formed. The Becamex - VSIP consortium has been authorized by the Provincial People's Committee to research and propose an industrial-urban-service zone in the South Phu Yen Economic Zone, integrating the planning of the surrounding area around the Hoa Thanh station. This proposal is currently being finalized for submission to the Provincial People's Committee for consideration, serving as the basis for adjusting the overall planning.

In addition, to meet the large-scale construction needs of the project, the Department of Construction has reviewed and proposed 5 sites for leveling soil with a total area of ​​367.7 hectares, 2 sites for construction sand with an area of ​​74.65 hectares, and 20 sites for material disposal areas with an area of ​​78.4 hectares. This is an important basis for proactively securing the supply of common construction materials to serve construction and site leveling.

According to preliminary statistics, approximately 4,380 households, organizations, and land plots in the province are affected by the project. Local authorities have selected 7 land areas totaling 53.6 hectares to build resettlement areas in 5 communes and wards; and allocated 3 land areas totaling 33.5 hectares for reburial sites. The Provincial People's Committee has directed project management boards to review the scale of construction of resettlement areas to ensure synchronized infrastructure, regional transportation connections, and long-term, stable living conditions for people after relocation. The Department of Finance has also advised the province to send a document requesting the Ministry of Construction to consolidate and allocate central government funds for land clearance work with a total budget of approximately 12,245 billion VND.

According to Mr. Nguyen Tan Chan, Deputy Director of the Department of Construction, relevant agencies are urgently calculating the details of each item to ensure timely implementation. Currently, the Provincial Land Fund Development Center is coordinating with branches of the land registration office to measure and extract land parcels to be acquired, as a basis for preparing compensation plans when the High-Speed ​​Railway Project Management Board hands over the boundary markers in the field.

Mr. Nguyen Xuan Canh, Chairman of the People's Committee of Phu Yen Ward, said: "The propaganda work has been intensified, helping people understand the meaning and importance of the project, preventing illegal construction and exploitation of policies, and ensuring security and order in the project area. Most affected households agree with the policy and are ready to hand over the land when they are allocated new, suitable housing with better infrastructure."

The high-speed railway project is expected to usher in a new phase of development for Dak Lak, particularly in attracting investment, developing urban areas, industry, logistics, and tourism. The decisive involvement of the political system, along with the consensus of the people, is creating an important foundation for Dak Lak to implement the project on schedule, safely, and effectively.
