Getting ready for the High-Speed ​​Railway Project

Dak Lak is focusing on preparations, site clearance, and resettlement arrangements to serve the North-South High-Speed ​​Railway Project (high-speed railway). The project is of special importance, not only opening up new development opportunities for the locality but also creating a driving force to strongly connect the South Central Coast and Central Highlands with major economic centers in the country.

On November 30, 2024, at the 8th Session, the 15th National Assembly voted to approve Resolution No. 172/2024/QH15 on the policy of investing in high-speed railways. This is a key national project to build a modern railway line of about 1,541 km long, with a design speed of 350 km/h.

According to the report of the Department of Construction, the route passing through Dak Lak province is about 96 km long, passing through 13 communes and wards. The project is included in the list of key projects for the period 2025 - 2030. The Provincial People's Committee has assigned the Economic Zone Management Board to coordinate with relevant departments and branches to establish a 1/2,000 scale zoning plan for the Hoa Thanh industrial urban service infrastructure development area, with a scale of about 200 hectares. This will be the driving force associated with the high-speed railway station, where modern urban - industrial - service areas will be formed. The Becamex - VSIP joint venture has been allowed by the Provincial People's Committee to study and propose an industrial - urban - service area in the Nam Phu Yen Economic Zone, which integrates the planning of the surrounding area around Hoa Thanh station. This proposal is being completed to report to the Provincial People's Committee for consideration, as a basis for adjusting the synchronous planning.

In addition, to meet the project's large-scale construction needs, the Department of Construction has reviewed and proposed 5 landfill sites with a total area of ​​367.7 hectares, 2 construction sand sites with an area of ​​74.65 hectares and 20 material disposal sites with an area of ​​78.4 hectares. This is an important basis for proactively supplying common construction materials for construction and site clearance.

According to preliminary statistics, the whole province has about 4,380 households, organizations, and plots of land affected by the project. Localities have selected 7 plots of land with a total area of ​​53.6 hectares to build resettlement areas in 5 communes and wards; arranged 3 plots of land with an area of ​​33.5 hectares as reburial areas. The Provincial People's Committee has directed project management boards to review the construction scale of resettlement areas to ensure synchronous infrastructure, regional traffic connection, ensuring long-term and stable life for people after relocation. The Department of Finance has also advised the province to send a document requesting the Ministry of Construction to synthesize and arrange central funding for site clearance with a total cost of about 12,245 billion VND.

According to Mr. Nguyen Tan Chan, Deputy Director of the Department of Construction, the relevant departments are urgently calculating the details of each item to implement on schedule. Currently, the Provincial Land Fund Development Center is coordinating with the branches of the land registration office to measure and extract the recovered land plots, as a basis for making a compensation plan when the High-speed Railway Project Management Board hands over the boundary markers in the field.

Mr. Nguyen Xuan Canh, Chairman of Phu Yen Ward People's Committee, said: "Propaganda work has been stepped up, helping people understand the meaning and importance of the project, avoiding illegal construction, taking advantage of policies, and ensuring security and order in the project area. Most affected households agree with the policy and are ready to hand over the site when they are arranged new, suitable housing with better infrastructure."

The high-speed railway project is expected to open a new development phase for Dak Lak, especially in attracting investment, developing urban areas, industry, logistics and tourism. The drastic participation of the political system, along with the consensus of the people, is creating an important premise for Dak Lak to implement the project on schedule, safely and effectively.
