TPO - From living in old apartment buildings where people had to queue for toilets and their homes leaked everywhere whenever it rained, to now living in spacious new apartment buildings, the lives of the residents have completely changed.
After numerous delays, the Hanoi People's Committee has set a deadline for relevant agencies to complete the 1/500 scale detailed planning for a series of old apartment complexes in the city starting in early 2025. |
These include the following residential complexes: Nghia Tan (Cau Giay district), Thanh Cong, Giang Vo, Ngoc Khanh (Ba Dinh district), Kim Lien, Trung Tu, Khuong Thuong, Hao Nam (Dong Da district)... |
Notably, the Hanoi People's Committee has requested districts and communes to develop innovative and groundbreaking detailed planning. One example is the Thanh Cong residential area; the Hanoi People's Committee has requested Ba Dinh district to allocate a 40-story resettlement apartment building and implement landmark construction for the TOD (Transit-Oriented Development) area... |
Residents are eagerly awaiting the vigorous implementation of the plan to renovate old apartment buildings. |
Observations at N3 Nguyen Cong Tru apartment building (Hai Ba Trung district, Hanoi) - one of the first old apartment buildings in Hanoi to be renovated and rebuilt. The apartment building was constructed on the site of two old collective housing units, A1 and A2 (Nguyen Cong Tru collective housing complex). |
This is Hanoi's first pilot renovation project, with Hanoi Housing Construction and Development Company No. 7 (Handico7) as the investor. |
Mr. Mai Xuan Cung (head of residential group No. 6, Pho Hue ward) said that the Nguyen Cong Tru apartment complex has 16 units. A sociological survey was conducted in 2002, but implementation only began in 2009. At that time, Mr. Cung was also the head of the residential group there, responsible for persuading residents to relocate for the renovation of the old apartment building. |
According to Mr. Cung, at the time of preparing for the project's implementation, the residents were extremely worried. Firstly, apartment buildings were a new concept, and secondly, they had to temporarily reside in the Vinh Hoang housing area (Hoang Mai district), and they worried about whether they would be able to return to their old homes... "Back then, I and the task force spent many months campaigning, and when we went out, everyone wore helmets for fear that some corrupt individuals might act uncontrollably," the team leader confided. |
After four years, the land clearance for the project was finally completed, and construction only started in 2013, taking two years to finish. "To this day, the former residents who meet me all express their appreciation and joy for their new lives. As for the old apartment buildings around, such as buildings B1 and B2, every time there's a neighborhood meeting, they express their wish for their buildings to be renovated as soon as possible," Mr. Cung shared. |
Opposite the N3 Nguyen Cong Tru apartment building are two old, dilapidated apartment buildings, B1 and B2. On the 3rd and 4th floors, tree roots are growing through the walls. Every time it rains, water leaks from the 4th floor down to the 3rd floor. |
Another completed apartment renovation project is the renovation of buildings B7 and B10 in the Kim Lien residential complex, Dong Da district. These buildings, constructed in the 1960s, were classified as dangerous. To date, the two old apartment buildings have been demolished, and new 11-story apartment buildings have been constructed on the old site. |
The two B10 Kim Lien apartment buildings are next to each other; one has been newly constructed to 11 floors, while the other is still awaiting renovation and reconstruction. |
According to observations, buildings B7 and B10 of the Kim Lien apartment complex have been completed and are now well-maintained, with the first floor currently used as a motorbike parking area for residents. |
According to Ms. Tuyet (a resident of B10 Kim Lien apartment building), the biggest change for residents is having access to elevators, separate restrooms, and spacious corridors. |
"Previously, in the old apartment building, we had to wait in line to use the restroom, which was very inconvenient and troublesome. The area was also only 20 square meters. Now I live in a modern apartment with an area of over 40 square meters," Ms. Tuyet shared. |
People are hoping that with the Capital City Law of 2024, which will take effect from January 1, 2025, Hanoi can apply specific regulations to realize the policy of renovating old, dilapidated apartment complexes and buildings, contributing to creating a new, more spacious and beautiful appearance for the city. |
