
Delegation group No. 4 of the City People's Council includes: Member of the Standing Committee of the City Party Committee, Permanent Vice Chairman of the City People's Committee Duong Duc Tuan; former Secretary of the Hai Ba Trung District Party Committee Nguyen Van Nam; Secretary of the Party Committee, Chairman of the Hai Ba Trung Ward People's Council Chu Hong Minh.
At the conference, Mr. Nguyen Van Nam presented the announcement of the Standing Committee of the City People's Council on the content, time and organization of the regular meeting at the end of 2025 of the City People's Council, term XVI, term 2021-2026.
Delegate Chu Hong Minh reported the summary of the City People's Committee on the results of implementing the socio- economic development tasks in 2025, the socio-economic development plan in 2026 of Hanoi city; the report of the City People's Committee responding to voters' petitions before and after the 25th session.

Voter Hoang Thi Hue, Hai Ba Trung ward, said that recently, the city has conducted surveys and assessments of old, degraded apartment buildings and collective housing areas and has a policy to rebuild and renovate old apartment buildings, including the Nguyen Cong Tru collective housing area in Hai Ba Trung ward.
“We recommend that the city inform us of the plan and progress of continuing to implement these projects so that old apartment buildings and collective housing complexes in the ward in particular and Hanoi in general can soon be renovated and rebuilt to ensure safety for the people and a more spacious urban appearance,” the voters suggested.

Meanwhile, voter Nguyen Thi Ngoc Trinh, Bach Mai ward, said that the renovation of Vo Thi Sau Park has been accelerated. In particular, the ward has received and handed over construction items, such as: Cung Dinh Restaurant, swimming pool area for management; handled constructions that are not used for their intended purpose at the 1,500-seat gymnasium and Cung Xuan house. At the same time, the ward has directed departments and offices to coordinate with the police force to completely handle the long-standing spontaneous parking lot at the Thanh Nhan - Vo Thi Sau intersection.
However, voters recommended that the city pay attention to investing resources and speeding up the implementation of projects in Vo Thi Sau Park in accordance with the planning, in order to exploit and manage the park effectively, turning it into a place for entertainment, community activities, and a destination for people in the area and neighboring areas.

Voter Doi Van Hanh, Vinh Tuy ward said that on some roads, the road surface has not been repaired for a long time, the asphalt has led to potholes, sinkholes, warped manhole covers, and uneven traffic (Tam Trinh and Kim Nguu roads)..., causing difficulties for traffic participants and even causing accidents. Voters recommend that the city pay attention and direct departments, branches, and units to regularly maintain and repair the roads.
Speaking at the conference, Permanent Vice Chairman of the City People's Committee Duong Duc Tuan responded and accepted 9 opinions with 17 groups of content.
Regarding Vo Thi Sau Park, the Standing Vice Chairman of the City People's Committee said that recently, the city has directed relevant agencies and units to thoroughly handle violations of construction and land order; issues related to management work, investment project management mechanisms, etc. In the coming time, the city will focus on handling existing problems so that Vo Thi Sau Park can ensure service to the community, including public investment and socialized items.

Regarding the renovation of old apartment buildings, Standing Vice Chairman of the City People's Committee Duong Duc Tuan said that the city has reviewed and is waiting for updates on new policies and laws related to investment mechanisms. After completion, the city will continue to renovate old apartment buildings, including Nguyen Cong Tru apartment building.
