For many people, retirement is a leisurely experience, but for Colonel Doan Dinh Luc, it is the beginning of a new journey of dedication. He believes: "As long as you are healthy, you will continue to work and contribute to the Party, the community and society." Returning to his locality, he actively participated in Party building work, and was trusted to hold important positions such as Party Cell Secretary, Head of Residential Group, District People's Council delegate and Chairman of the Association of War Veterans of the old Thanh Xuan district. He has become a diligent "worker", quietly building solid bridges connecting the Party, the government and the people, spreading enthusiasm through each model of "Skilled Mass Mobilization".
With the enthusiasm of a soldier and the belief that mass mobilization must be action, Colonel Doan Dinh Luc has turned theory into practical models, promoting the core and vanguard role of the "Uncle Ho's soldiers" in the war veteran force. Some of the "Skilled Mass Mobilization" models that bear his passionate imprint include: The model "Establishing and deploying the activities of the wounded and veteran shock teams in the Ward War Veterans Association, participating in maintaining political security in residential areas"; the model "Establishing and deploying the activities of collaborator teams participating in monitoring and managing construction order and environmental sanitation in residential areas of the War Veterans Association". Thanks to the effective operation of these models, in recent years, the War Veterans Association of the old Thanh Xuan district has made an important contribution to strengthening the management of construction order and environmental sanitation, maintaining political security in the area, which has been recognized and highly appreciated by Party committees and authorities at all levels; at the same time strengthen the people's confidence.
In particular, in 2024, Colonel Doan Dinh Luc directly built and coordinated with the Ho Chi Minh Communist Youth Union of the old Thanh Xuan district to deploy the model "Improving the quality and effectiveness of revolutionary tradition education and fostering revolutionary ideals for youth union members and students in the old Thanh Xuan district". This is a meaningful combination between two generations: the generation of veterans who directly participated in the fight and the future young generation of the country. Through the exchanges, students directly listened to veterans and historical witnesses talk about the fierce war years, about the days of participating in the liberation of the Capital, about the Dien Bien Phu victory "famous in five continents, shaking the earth". The emotional connection creates a strong educational effect, contributing to fostering patriotism and revolutionary ideals for young people.
The results from the model are impressive numbers: 44 delegations visiting and exchanging at historical sites with nearly 3,000 members and youth union members participating; 14 sessions of exchange and education on revolutionary traditions for 3,579 union members and students; introducing and training 2 outstanding union members to join the Party; 26 sessions of exchange with historical witnesses, talking to 5,707 union members and students about revolutionary traditions and the significance of the Dien Bien Phu campaign; 23 sessions of propaganda about the Dien Bien Phu campaign tradition for more than 8,000 students during the flag-raising ceremonies at the beginning of the week; 79 art exchange sessions with 3,258 veterans, union members, youth, and students participating in performances; launching 3 emulation campaigns to celebrate major holidays and important political events of the country and the Capital. The Association of War Veterans and the Ho Chi Minh Communist Youth Union of the old Thanh Xuan district advised the Standing Committee of the old Thanh Xuan District Party Committee to organize a meeting to celebrate the 70th anniversary of the Dien Bien Phu victory and combine traditional education for the younger generation. There were 26 comrades who directly witnessed the campaign and nearly 150 union members, youth and students participating.
In January 2025, Colonel Doan Dinh Luc once again retired according to the regime. This was not only the end of a proud military career but also the result of the complete completion of the mission of a "soldier on the civil front". His simple, emotional statement: "In my life, the State has twice given me a retirement decision, so I am very happy and joyful" is a true summary of a life of dedication.
