Accordingly, households whose houses have collapsed, completely collapsed or been swept away by water will be supported with 60 million VND/house; houses that have been flooded, partially collapsed or severely damaged will be supported with 30 million VND/house for repairs. The classification of the level of damage to housing is divided into 2 groups: Houses that have collapsed, completely collapsed, or been swept away (houses that have collapsed, collapsed, or been completely swept away by water or damaged, leading to unsafety and uninhabitability); houses that have been flooded, partially collapsed, or severely damaged (houses that have been flooded, partially collapsed, or partially severely damaged, affecting the structure of the house, requiring repair and renovation to be habitable).
For living support, households whose houses are flooded, affecting their lives and facing difficulties will be supported with 1 million VND/person. The support is only calculated for those who have registered legal residence and are actually living in the household when the natural disaster occurs (including households and individuals renting accommodation with temporary residence registration in the area). Students from primary school level and above from households whose houses are flooded, affecting their lives and facing difficulties will be supported with 500,000 VND/student to buy books and school supplies.
The Decision also clearly stipulates the criteria for considering support. In particular, it requires that the support beneficiaries must be legally residing in the area at the time of the natural disaster; carry out procedures for allocating and disbursing support funds to ensure that the funds are used for the right purpose, to the right beneficiaries, publicly and transparently, without loss or negativity. Party committees, People's Councils, and Fatherland Fronts at all levels promote their roles and responsibilities in determining beneficiaries for payment; inspecting and supervising the use of funds, ensuring the right purpose and beneficiaries. At the same time, encourage supervision by the community and the people during the payment process to promptly detect errors, ensuring transparent, fair and effective support for people.
The People's Committee at the commune level is assigned to coordinate with villages and residential groups to organize the review, compile lists, publicly post and pay support; at the same time, synthesize reports and settle expenses according to regulations. Relevant departments and branches such as the Department of Construction, Department of Agriculture and Environment, Department of Finance are assigned to advise, guide and determine the extent of damage, ensuring that support is deployed accurately and promptly.
Funding sources for support are drawn from the central budget, local budget reserves, the Disaster Prevention and Control Fund and other legal sources as prescribed.
