Plan to pilot artificial intelligence education in high schools from December 2025

According to the draft, after the pilot period, the Ministry of Education and Training will summarize, evaluate the results and complete the AI Content Framework to consider widespread implementation from the following school years.

AI education content is built on four knowledge streams including human-centered thinking, AI ethics, AI techniques and applications, and AI system design. This knowledge framework is designed to suit each level of education, divided into two stages: basic education in primary and secondary schools, and career-oriented education in high schools.

The Ministry of Education and Training proposed three forms of implementation, including integrating into the subject of Information Technology or STEM, organizing selected learning topics, and organizing enhanced activities such as clubs and extracurricular activities to promote socialization and enhance professional cooperation.

In addition, the Ministry also plans to pilot the application of AI in educational management, supporting teachers in preparing lessons, innovating assessment and improving teaching and learning effectiveness.

According to a recent survey by the Vietnam Institute of Educational Sciences , up to 64% of teachers said they are using AI in teaching, while students, especially in specialized schools, are also actively practicing and exploiting this tool. However, the application is still fragmented and lacking direction due to the lack of unified training programs.

Many educational institutions want to incorporate AI into teaching but are unclear where to start, leading to the risk that AI will reduce learners' ability to think creatively and critically.

Some experts have expressed concern that without clear regulations and strategies, the situation of teachers using AI to teach and students using AI to learn could lead to a decline in the actual teaching and learning process, while only machines are “getting smarter”.

The Ministry of Education and Training will receive comments on this draft until November 26 before finalizing it for implementation.
