At the ceremony, comrade Nguyen Thanh Hai, member of the Party Central Committee, member of the National Assembly Standing Committee, Chairman of the National Assembly Working Committee, Deputy Head of the Central Organization Committee, announced the resolutions of the National Assembly, decisions of the Politburo , the Secretariat, the Prime Minister and the Central Committee of the Vietnam Fatherland Front related to the arrangement of administrative units at the provincial and communal levels; establishment of the Phu Tho Provincial Party Committee; appointment of the Executive Committee, Standing Committee, Secretary, Deputy Secretary of the Phu Tho Provincial Party Committee, Chairman and Vice Chairman of the new Phu Tho Provincial People's Committee.
On behalf of the Politburo, General Luong Tam Quang presented the Politburo's decisions to the Standing Committee of the Provincial Party Committee, People's Council, People's Committee, and Fatherland Front Committee of Phu Tho province after the merger.
Comrade Dang Xuan Phong, member of the Party Central Committee, Secretary of Vinh Phuc Provincial Party Committee, was appointed to hold the position of Secretary of Phu Tho Provincial Party Committee after the merger.
Comrade Bui Minh Chau, member of the Party Central Committee, Head of the National Assembly Delegation of Phu Tho province, holds the new position of Head of the National Assembly Delegation of Phu Tho province.
Comrade Bui Van Quang, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee holds the position of Deputy Secretary of the Provincial Party Committee, Chairman of the People's Council of the new Phu Tho province.
Comrade Tran Duy Dong, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Vinh Phuc province was appointed as the new Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Phu Tho province.

Speaking at the ceremony, Senior General Luong Tam Quang requested that after the merger, Phu Tho province should focus on leading and directing the successful organization of Party Congresses at all levels towards the first Phu Tho Provincial Party Congress for the 2025-2030 term. In particular, it should focus on preparing congress documents to ensure that they reflect a new vision, new aspirations and a new mission.
In the immediate future, the province will ensure the effective operation of the two-level local government model, strive to build Phu Tho province into a new growth pole of the region, successfully implement the Party's policies and strategies, first of all the "four pillars" - 4 resolutions of the Politburo.
There are solutions to unleash potential, domestic and foreign resources, resources within the people, and to maximize advantages to realize the goal of stabilizing, developing, and improving people's lives. He emphasized that the resolutions and decisions announced today are of historical significance, marking the official establishment of a new economic-administrative entity, ending the glorious mission of the district level in a revolutionary period, establishing a two-level local government model under the leadership of the Party with potential and the ability to make a strong breakthrough, carrying the vision, belief and aspiration of the entire Party and the entire nation for sustainable development, prosperity, and improving all aspects of people's lives.

At the ceremony, comrade Bui Huy Vinh, Standing Deputy Secretary of Vinh Phuc Provincial Party Committee, announced the decisions of the Party Executive Committees of Vinh Phuc, Phu Tho, and Hoa Binh provinces on ending the activities of the district and commune-level Party Committees (old); establishing the Party Committees of 148 communes and wards (new), appointing the Executive Committee, Standing Committee, Secretary, Deputy Secretary and positions in the political system of communes and wards (new).
According to the National Assembly Resolution, after the arrangement, Phu Tho province has 148 commune-level administrative units, including 133 communes and 15 wards. The natural area is more than 9,361km2 , the population is more than 4 million people.
According to the reports of the three provinces of Vinh Phuc, Phu Tho, and Hoa Binh, in the period of 2020-2025, the average economic growth rate of the three localities reached 7.5%; higher than the average growth rate in the period of 2016-2020 (7%/year) and higher than the national average (6.2%/year).
The scale of the economy is increasing rapidly, reaching 354.6 trillion VND in 2024, ranking 6th in the country and is expected to reach 390 trillion VND in 2025, 1.56 times higher than in 2020. The average GRDP value per capita in 2025 is estimated at 105.2 million VND, an increase of 1.48 times compared to 2020.
After the announcement ceremony, General Luong Tam Quang and the Central and Phu Tho provincial delegation inspected activities in Ban Nguyen commune; presented computer equipment to the Party Committee, People's Council, and People's Committee of Ban Nguyen commune, Phu Tho province.
