Shorten the time
From early morning, many people were present at the Public Administration Service Center (PVHCC) of Quang Ninh commune to do procedures related to the land sector.
Mr. Hoang Van Loc, Cho Go village, Quang Ninh commune said: "Previously, it took a lot of time for people to complete procedures for granting land use rights certificates, but now thanks to the application of information technology and enthusiastic guidance from staff, the procedures are done very quickly."

According to the Deputy Director of the Quang Ninh Commune Public Service Center, the work of handling administrative procedures (AP) in the land sector accounts for 60%-70%. In particular, the main ones are the first-time issuance of land use right certificates and the application for changing land use purposes. In addition, many citizens also come to the center to be guided on the necessary procedures related to transfer, adjustment, etc. Although there are still some difficulties, the AP handling procedures are basically smooth, in accordance with regulations, creating favorable conditions for the people.
Vice Chairman of the People's Committee of Quang Ninh Commune, Le Anh Tuan, said that granting land use right certificates right at the commune-level Public Service Center helps shorten time and reduce travel costs for people. Especially after the merger, the land management system is more unified, cadastral data is integrated in the direction of digitization, creating favorable conditions for localities to speed up the progress of granting land use right certificates.
Ensure consistent and smooth procedures
In recent times, the work of granting land use right certificates, house ownership rights and other assets attached to land in the province has had many positive changes. The Department of Agriculture and Environment and the People's Committees of localities have focused on leading, directing, guiding and resolving difficulties and problems in the work of granting land use right certificates to people. The process and time for processing records have been shortened and made public, transparent, and basically ensuring quality.
In August 2025, the Provincial Land Registration Office received and processed 5,929 dossiers (of which, 3,111 dossiers were signed and issued certificates, 156 dossiers were overdue, and 2,372 dossiers were being processed on time...); received and registered changes at branches of 10,275 dossiers (of which, 7,192 dossiers were processed on time, 150 dossiers were overdue, and 2,639 dossiers were being processed on time...). |
Director of the Land Registration Office, Branch II, Nguyen Van Vy, said that after implementing the 2-level local government, there have been many changes in the process of handling administrative procedures in the land sector. Some procedures have been decentralized to the commune level and some procedures are under the authority of the branch to sign. Procedures under the authority of the branch to sign, such as: Temporary records for transfer, inheritance, registration of changes in land...
Some procedures were completed within just 3 days and delivered to the people. Currently, over 97% of administrative procedure files at the branch are returned to the people on time. In the coming time, the branch will try harder to meet the people's expectations in handling administrative procedures related to land.
The good implementation of the work of granting land use right certificates has gradually met the requirements of state management of land in the province. Thereby, creating conditions for organizations, families and individuals using land to exercise their rights and obligations according to regulations.
According to Deputy Director of the Department of Agriculture and Environment Vo Quoc Hoang, in the coming time, the department will continue to synchronously deploy solutions to do a good job of granting land use right certificates to local people; focus on improving the professional qualifications of the staff working in land management of local authorities at two levels; promote administrative reform in the land sector, focusing on reducing the time and number of trips of people and organizations when contacting to resolve land procedures.
